Eastern And Southern Africa

Responsible for the technical support and oversight of the emergency response in Horn of Africa and Great Lakes countries including on issues related to management, coordination, advocacy, human resources, and resource mobilization. Support country office emergency preparedness and response plans including contingency plans, early warning mechanisms, and coordinates capacity building initiatives. Represents UNICEF in humanitarian, resilience, and early recovery related fora at the strategic level (including Regional Refugee Coordination meetings, Preparedness Working Group, IGAD related discussions). Provide strategic guidance and input to regional strategies and quality assurance for the multi country refugee operations in South Sudan+4 and Burundi+4.

Nairobi, Kenya

Coordinated and oversee the protection response in Ethiopia, Kenya, Sudan and Uganda to the refugee influxes from South Sudan. Identified and assessed response gaps and operational challenges, and made recommendations for course correctors of the response. Promoted and enhanced inter-agency collaboration, and coordinated Protection and Education Working Groups for the South Sudan Refugee Response. Supported the elaboration and follow up of the Refugee Response Plan 2015. Set up a regional family tracing and reunification system.

New York

Provided policy guidance for both interagency and UNICEF-specific related strategies to monitor and report grave violations against children in situations of armed conflict and on Security Council Children and Armed Conflict agenda, in close collaboration of the Office of the Special Representative on Children and Armed Conflict (SRSG-CAAC), and the Department of Peace Keeping Operations (DPKO). Provided advice and strategic support to UNICEF Regional and Country offices, and for the negotiation of Action Plans with parties to the conflict. Supported the coordination of SRSG-UNICEF joint campaign to put an end on recruitment by security forces by 2016. During a month mission, leaded the design of the UNICEF Colombia strategy for the reparation of children victims and peace building, in the context of the current peace process.

Kordofan, Sudan

Leadership of the overall strategy, planning process and policy design of UNICEF´s protection, education, water and sanitation, health and nutrition, and HIV programs, with particular focus on early recovery, peace building, and humanitarian assistance. Supervised budget and supplies management of all components of UNICEF programs (annual budget $10 million), management of two satellite offices and six program divisions (32 international and national staff).

Bogota, Colombia

Responsible for the Children Affected by Armed Conflict Program, the Monitoring and Reporting Mechanism of Grave Violations against Children (under the Security Council Resolution 1612), the Child Demobilization, Disarmament and Reintegration (DDR) process, the provision of technical assistance to the National Commission for Reparation and Reconciliation in the framework of the Transitional Justice process, and the passing of the Integral Law on Children.

Panama

Supported the UN Secretary General’s Study on Violence against Children, the UNICEF Annual Regional Analysis, the supervision of studies and reports on child protection issues (juvenile justice, trafficking, sexual exploitation), the organization of workshops and trainings for legislators, attorneys, and police, and the development of a regional communication campaign against sexual exploitation in the tourism sector.
