Activating collaborations of Latin American and Caribbean (LAC) scope to amplify the participation of Latin America, especially children and youth, in the creation of a fairer digital future. This is materialised through projects in critical digital education, research and advocacy for digital policies to be aligned with human rights. Main projects have been supported by LACNIC’s Leaders 2.0 programme, Tactical Tech, Derechos Digitales and Mozilla Foundation.

Uruguay

Consultant for the project “Workshops for Digital Competencies and Cyber Activism for children, adolescents and adult representatives of NGOs” from the programme “More Rights” (Más Derechos) co-funded by the European Union.Relevant tasks and responsibilities included designing the project tailored to the CDNUruguay needs and context, articulating the implementation of this with its member NGOs, facilitating workshops, launching a digital advocacy campaign, and elaborating a report with the main outcomes and recommendations for a prospect organisational agenda on these issues. The project regarded a series of online activities covering themes such digital technologies and skills, its connection with children and human rights, and combining these to amplify community and advocacy work. In order to effectively equip the CDNUruguay with these skills, a digital campaign was launched. To do this, the active participation of key stakeholders was incorporated through its full process, especially the one of children and adolescents.

Montevideo, Uruguay

UTEC is a public university created in 2008 with the aim providing equitable access to education outside Uruguay’s capital city and focused on developing innovation and research. At a local level, it leads in the field of digital higher education, fostering the improvement of quality teaching and learning processes, making it more accessible and inclusive.Writing a report with a review of relevant digital skills and literacy education frameworks. Based on this, laborating the proposal of the first digital technologies framework for UTEC's students, teachers and collaborators. Aiming to effectively tailor the proposed framework to the UTEC's needs, designing and implementing 5 workshops with teachers, students and collaborators. In these instances, presenting the advanced framework and facilitating activities with participants to gather their contributions. Elaborating a report the workshop's main inputs, incorporating these to the framework, and presenting recommendations to inform future strategies that effectively incorporate this document into UTEC’s activities.

Brussels

Working at the Digital Citizenship department as part of an Erasmus Mundus+ Masters (M.A. Education Policies for Global Development - GLOBED). Assisting in the coordination of EU funded projects and programs on digital competencies, children online safety and rights implemented by civil society organisations and Ministries of Education (MoE) such as Better Internet for Kids and the Insafe network. Supporting in the coordination and research of regional programmes on children online risks and rights. Elaborating questionnaires, leading the data collection and analysis processes, and writing reports. Contributing to the elaboration of literature reviews, awareness campaigns, toolkits and other educational resources to mitigate the online hate speech phenomenon amongst European youth. Facilitating workshops and conducting presentations for educators, representatives of Ministries of Education and civil society organisations on digital citizenship.

Montevideo

GKO is the most relevant international research network focused on issues of children online safety and rights, led by the London School of Economics (LSE). In 2017, Uruguay implemented for the first time the GKO standardised survey among children, youth and family members. Its implementation regarded a network national government institutions (AGESIC and Plan Ceibal), universities (Universidad Católica del Uruguay), and UNICEF’s local office.Articulating the local thematic network for adjusting the methodology, localising questionnaires and managing the fieldwork strategy. Conducting 10 cognitive interviews with children, adolescents and family members from various socio-economic contexts to adapt the standardised forms and writing a report with fieldwork and analysis recommendations. Leading the fieldwork process, elaborating manuals, training interviewers and implementing strategies to ensure the data quality.

Uruguay

Plan Ceibal is a social inclusion and educational technology from the Uruguayan government. Inspired by MIT's OLPC initiative, Ceibal attracted international recognition by almost eliminating the local digital divide of ICT access between households of high and low income at national level.Leading more than 15 studies with educators, students and family members to evaluate Ceibal’s different programmes and projects and to provide key inputs to managers and directors. Directly engaging in the different stages of the research cycle: design, implementation, data analysis and presentation of main results. Selected as Ceibal’s team of international consultants to support representatives from South American governments and CSO to implement similar social inclusion and edtech policies.

Uruguay

Coordinating research on a wide variety of public opinion topics (environment, health, taxes, government and institutional trust, public transportation and electorate studies) for Ministries and various government programs, private companies, NGOs. Also led relevant international and regional studies, both in Uruguay and Paraguay, such as Latinobarometro and the World Value Survey, as well as various researchers for the WB, UNDP and TNS-Gallup.
