Digital Development (Project Coordination Lead)
The Government of Kenya (GoK) is committed to the fulfillment of the health and wellbeing of its citizens. Over the years, the government has taken important steps towards this goal, emphasizing that the provision of health services meets the basic needs of the population geared towards providing health services within easy reach of Kenyans. It has also placed considerable emphasis on preventive, promotive, and rehabilitative health services without ignoring curative services. Amongst the actions taken—the development of the Kenya Health Policy Framework (KHPF 2012-2030), the launch of Vision 2030, and the enactment of a current constitution in 2010, and Kenya Health Sector Strategic Plans — have greatly influenced the health status of Kenyans and the structure in which health services are provided. Over the past few years, UNICEF Kenya, in close collaboration with the Ministry of Health and HISP KE, has been supporting several focus counties including two UHC pilot counties (Siaya, Kisumu, Garissa, Isiolo, and Turkana) in conducting a comprehensive assessment of the existing county health system, focusing on the maternal, new-born and child health components of the Kenya Essential Package for Health (KEPH), using a set of methods collectively known as the Bottleneck Analysis Approach (BNA). In doing so, the BNA exercises are integrated into the county integrated performance reviews and annual work planning in these selected counties. The overall goal of BNA is to help identify barriers and enablers in the delivery of health services using locally available evidence for planning. Hence currently responsible for coordinating the:• Process of Identifying where the bottlenecks are, why they exist, and how they affect different populations.• Prioritization of the bottleneck on the tracer interventions • Proposed strategies and realistic new coverage targets, along with the budget items associated with each strategy.

UNICEF would work collaboratively with key partners and ongoing initiatives (e.g., those already financed under the Clinton Health Access Initiative (CHAI) and PATH) to support malaria endemic countries in sub-Saharan Africa to provide accurate, up-to-date information on the number and profile of active CHWs focusing specifically on those that are actively delivering malaria case management services (namely testing and treatment). Additionally, this is also a key opportunity to look at the gamut of services being delivered by this cadre including those who may be providing other preventive, promotive and basic curative health services (e.g., use of long-lasting insecticide-treated nets, timely care seeking, treatment of diarrhea, pneumonia etc.). The consultancy approach is three-staged approach: 1) Inception phase – will entail a multi-layered stakeholder consultative process to map out existing initiatives, build or strengthen linkages with partners and evaluate all available data repositories to take an incidence view of what information is already extant and what will need to be created; 2) Implementation phase will include development of a robust methodology that encompasses country prioritization, selection of indicators/variables, development of data collection tools, identification of data sources and development of a data collection and analysis plan as well as desk-based data collation and validation process data cleaning and validation. Depending on the outcomes of Ph I and Ph II (breadth and scope of data that is extant and will need to be collected) for analytics.
Digital Health Initiative Technical Advisor
Responsible for coordinating Digital Health Initiative and Technical Assistance to MOH and partners to develop the capacity for governance of digital health investments. Focus areas of expertise consist of resource planning, project scheduling and management, process improvement and risk management, and implanter of health initiatives. The UPI#ID allows the different DHP to exchange patient information and ensure accurate linkage of all the relevant patient health records. The healthcare workers, therefore, has access to the patient’s entire medical and treatment history, making it easier to ensure a continuum of care.

As part of the five-year ‘Big 4 Agenda’ (2018 – 2022), the Government of Kenya has prioritized the attainment of universal health coverage (UHC). A key part of this will be the timely, seamless, and frictionless sharing of health data and information: from patient numbers, the availability of resources (personnel, medical supplies, access to health services, etc.), to financial resources, planned health activities, and ultimately aggregation of health outcome data into official statistics.The consultancy priority is in joined-up health data to contribute to governmental targets on UHC, the Office of the President and Office of the Deputy President have requested that the current health data interoperability framework be finalized and operationalized to support the generation and sharing of better quality, timely and holistic data and information on health care delivery in Kenya. The framework shall address both technical and governance issues - from the ICT architectures and data systems required, through to cross-stakeholder institutional arrangements and operational protocols. Finalization of the framework should be led by the Government of Kenya, with support from local and international partners, and be informed by existing best practices guidance on the production of interoperability frameworks, available from the Collaborative on SDG Data Interoperability convened by the UN Statistical Division and GPSDD and the Health Data Collaborative, among others.
