 Prepare plans and specifications for water/wastewater facility capital improvement projects. Coordinate major construction projects with other District departments and outside agencies.  As project manager, maintain quality assurance of consultant’s designs, drawings, and specifications to district requirements.  Ensure project inspection and quality assurance is performed per District Standards.  Perform contract administration for design and construction of capital improvement projects. This includes correspondence, minutes, information requests, submittals, and related documents.  Coordinate and negotiate project work with developers, public agencies, public utilities, local groups, cities and individual customers.  Review and compare developer plans to District Master Plans to ensure District goals are met.  Prepare hydraulic analysis for water/wastewater systems including pipelines, tanks, and pump stations.  Gather, research, and compile data in preparation for reports, studies, and analyses.  Utilize exceptional customer service and communication skills both verbally and in writing, with the ability to cultivate professional business partnerships and inspire team collaboration.  Think creatively and seek alternative solutions in order to produce results that benefit the District, its internal and external customers, while clearly articulating options to management and policy makers.

 Plans, prioritizes, assigns, supervises and reviews the work of staff involved in technical office engineering activities, consistent with the competency requirements outlined in the District's performance management system and the overall Strategic Plan of the District Serve as project manager for approved capital improvement projects including the development of Requests for Qualifications and Requests for Proposal, review project designs and submittals for District facilities prepared by outside contractors and engineers, review utility plans for compliance with District engineering standards and practices, monitors work in progress, including field investigations, to ensure compliance with approved plans, specifications and standards and comply and maintains records of approved projects; assists with project contract administration. Researches and analyzes new building developments to determine impact on District facilities; prepares, reviews and verifies legal descriptions for annexations, easements and grant deeds; processes District annexations; prepares water service agreements for developers. Document review and processing steps between the District and developers or customers requesting water service requiring Engineering Department review, approval, and, when appropriate, design services. Recommend and assist in the implementation of goals and objectives; enforce district code of regulations SoniaS. Huff2 and administrative procedures relative to standard water service agreements. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications to increase efficiency and or improve customer service.
