Helped NYC’s Human Resources Administration in reforming employment services for its 70,000+ applicants and recipients of Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP). Designed and implemented the District of Columbia’s TANF program which resulted in DC doubling its federal work participation successes in 18 months. DC’s program stands as a national model of a compassionate and high performing TANF program.
