Job Summary: Manager for TB-MIS will manage on TB information system to demonstrate a high level of internal data consistency (COMMIT) and inter-operability of TB information with HMIS and hospital service program database in improving services. S/he will also be responsible for reviewing the current TB-MIS indicators, features, parameters into the TB-MIS database, new customizing, troubleshooting, and software connection to the server at the central level (CENAT). S/he will play a key role in liaising with CENAT and support them in the selection of best suited TB-MIS in Cambodia, including review the TB-MIS guideline, training curriculum, and procedure. S/he will oversee the design, customization, development, pilot, and implementation of TB-MIS application and other technology initiatives of the project. S/he will also be supporting the implementation and initialization and use of TB-MIS at CENAT and health facilities (OD and HC).Outcome: Provided technical assistant and support to the national TB program – NTP (CENAT) in term of overseeing to TB-MIS team and managing the TB-MIS platform and documentations including user guide, procedure, training curriculum and material.

Job Summary: The PSM Technical Specialist – Information Management will work closely with the GHSC-PSM Technical Specialist and Technical Officer to deliver effective and quality technical assistance to the Pharmacy Unit of CNM, and Logistics Management Unit of NCHADS in system strengthening related to collection, management, and analysis of consumption and stock data from the sub-national levels in delivering a strong end-to-end supply chain for malaria commodities and MMD activities. Together with the other GHSC-PSM technical team members, he/she will also work with implementing partners (URC/CMEP, UNOPS, CHAI, WHO and other malaria and HIV/AIDS stakeholders) to improve procurement and supply management systems and practices including quantification, procurement, warehousing, inventory management, distribution, and LMIS support across the health systems.Outcome: Assisted to GHSC-PSM Technical teams to provide technical assistant to Pharmacy unit of CNM in area of Management Information System and how to utilize data/information to drive an evident-based result to Pharmacy unit of CNM giving a supply chain related decision and informing to CNM management for any decision-making.

Job Purpose: The SI Senior Technical Officer (SI-STO) is responsible for providing support for strategic information-related program activities that occurs under the project. SI-STO will support NCHADS in data collection, analysis and use to improve program implementation and other program-related strategic information issues and also responsible for supporting the monitoring and evaluation of the project itself. This position will be embedded within NCHADS.Outcome: Under the overall guidance of SI Senior Technical Advisor, SI-STO provided technical support both NCHADS and LINKAGES project in strategic-information related activities to ensure they could utilize the collected data to drive an adaptive decision for refine relevant SOPs to accelerate case detection.

Job Purpose: MIS Technical Specialist will provide technical assistant to the Ministry of Health (MOH) and the Technical Working Group (TWG) for LMIS for implementing the LMIS Strengthening Pilot Project (SPP). MIS Technical Specialist will facilitate functioning of TWG envisioning of the future state of LMIS; and gather analyze functional and nonfunctional requirements from stakeholders and available documentation. Working with the MOH TWG, technical partners, GSHC-PSM Country Director, Program Advisor, and technical assistance providers, MIS Technical Specialist will assist in defining the initial application and system architecture, and develop a transformation roadmap for the improved LMIS automation. MIS Technical Specialist will also provide technical support for evaluating the LMIS SPP and rolling out the LMIS across the health systems. In addition, MIS Technical Specialist will also providing technical support to Malaria PSM Technical Specialist and CNM Pharmacy Unit in terms of system strengthening related to collection, management and analysis of malaria consumption and stock data. Outcome: Strengthened LMIS will be pilot in at the end of this assignment, and the evaluation and recommendation of Pilot will be made and be presented to MoH and other stakeholders from our project team. Malaria consumption and stock status data from sub-national levels will be collected for utilizing in annual forecasting, quantification exercise and seasonal variation analysis for CNM.

Job Purpose: In close cooperation with the Surveillance Team, the Data Manager will provide data management support to the Malaria Information System (MIS) database as well as support the implementation and use of new technologies (e.g. SMS) for malaria elimination. Field-level responsibilities may also involve development, training and monitoring of Village Malaria Workers (VMWs) and Operational District data clerks. In addition, s/he will support Malaria Consortium projects including the development and implementation of data management tools.Outcome: Malaria Information System (MIS) is maintained and continuously support to National Malaria Program (CNM) in term of quality for both data and system. On-going upgrading the system from off-line to online and work closely with other partner to improve the real-time system using mobile platform to eliminate Malaria in Cambodia. Initialize the data management documentations such as standard operating procedure for data quality control and data quality assurance, training material for roll-out the new web-based system, system and user manual and entry guideline.
