Procurement Specialist
CurrentWorking with the Fiscal Agent team assigned to the Global Fund and GAVI portfolio under the Ministry of Health and Population (MOH) in Malawi. Working directly with the Programme Implementation Unit (PIU) in the areas of financial management and institutional capacity building to ensure the proper, efficient, effective, and transparent use of the funds under Global Fund and GAVI-funded grant programs with MOH, including internal controls, procurement oversight, contract management, reporting and compliance, and the following areas: • Provide support and oversight to the procurement department to ensure that proper procurement mechanisms are used for the supply and provision of goods and services. Ensure that bids, RFQs, and RFPs are well-drafted with clear specifications and selection criteria. • Oversee and review bids and quotations. Observe evaluation committees and verify that any decision is justified and properly supported, and review and vet contractual terms before the contract is issued to selected suppliers. • Proactively identify and address procurement and supply chain risks and mitigation strategies to meet the Global Fund, GAVI, and Malawi Government compliance requirements. • Ensure adherence to procurement procedures and regulations and provide oversight over tender development and evaluation process. Provide guidance and support in the negotiation of contracts and their documentation. • Provide contract management support for high-risk/high-value procurements, and ensure delivery is in line with contract terms. Facilitate and help the PIU to establish a supplier database, and major product price database, and conduct basic due diligence on vendors included.• Develop policy and process for utilization of framework contracts on goods and services that are repeatedly procured, and support tendering and contracting for framework contracts.
