Formerly an attorney with the Federal Energy Regulatory Commission, Shannon represented clients, including shippers, energy companies, and state commissions, before the FERC and counseled clients on FERC regulations. She also worked with the Renewable Energy attorneys on a variety of wind-related matters including connecting additional wind power to the grid.Representative experience includes:Local regulatory counsel to lenders of a $240 million construction and term loan for the construction of a 150MW wind farm in Missouri; Assist clients in obtain Federal Power Act Section 203 approval for mergers and acquisitions;Evaluate the New England ISO Open Access Transmission Tariff to determine the different mechanisms by which transmission is added to the system; Assist clients in understanding their PURPA purchase obligations; Represent major oil refiners and marketers in complaints and protests before the Federal Energy Regulatory Commission, seeking reparations, refunds and damages for unjust and unreasonable rates charged by an interstate pipeline subject to the Interstate Commerce Act; Represented first intrastate pipeline to obtain a Certificate of Public Convenience from the state of Nebraska; Counsel a natural gas storage provider on the regulatory issues associated with construction and acquisition expansions; Counsel clients on Order No. 714, e-Tariff, compliance issues; andRepresented a crude oil marketer in settlement of a claim of discrimination and preferential conduct by three pipelines and their marketing affiliate.

Worked in the Office of General Counsel on primarily electric regulatory issues. Specific experience includes: • Reviewed wholesale electric companies’ markets, tariffs and rates to ensure they are in compliance with Federal Power Act and Commission Regulations. • Wrote decisions issued by Commission regarding companies’ compliance. • Evaluated disputes between companies to determine whether defendant company was in violation of Commission Regulations. • Prepared decisions issued by Commission in these disputes.
