fp21 is an independent, nonpartisan think tank dedicated to transforming the foreign policy process. We believe that solving an unparalleled set of international challenges will require strong and modern foreign policy institutions. fp21 aims to empower decision makers to advance US interests by setting a new standard for evidence and integrity in US foreign policy. We believe that the policy process should harness the full expertise of the bureaucracy, not reduce it to its lowest common denominator. Unlike think tanks that provide specific solutions to international challenges, fp21 focuses its expertise on researching and designing pragmatic, actionable recommendations to improve the process by which foreign policy is made.fp21 is a group of policymakers, academics, and technologists united by our passion to transform the process and institutions of U.S. foreign policy.

• ABD PhD in Political Science at the University of California at Berkeley.• My ongoing dissertation research focuses on the nature and impact of expertise in US foreign policy.

• Created and led a Mediation Support Capacity for the Department; provided technical expertise to envoys on peace process design; developed a comprehensive peace process research and best practice library; developed relationships with interagency and external partners, including mediation units at the UN, OSCE, and with NGOs experienced in mediation.• Mediation Support was endorsed by Presidential Policy Memorandum• Provided mediation support to teams engaged in negotiations on Yemen, Afghanistan, Burma, and more• Conducted quantitative and qualitative research on peace process design using statistical and game theoretical approaches in collaboration with others in the interagency community• Designed and led “Diplomacy Lab” projects to collaborate with Universities on peace process design research

• Supported the Special Representative's work to negotiate a bilateral security agreement with Afghanistan, engage the Taliban in peace talks, address terrorism in Pakistan and Afghanistan, and prevent nuclear proliferation• Managed information flow between the front office and the Afghanistan and Pakistan desks, serving as a final point of review for all material for the Secretary of State and White House• Supported National Security Council process to prepare President’s decision on the future of our Afghanistan mission• Traveled with the Special Representative to support overseas engagements

• Reported and analyzed internal politics, violence and extremism, and human rights. Developed relationships with political, religious, and civil society leaders throughout Southern Pakistan• Formed and led an interagency Religious Engagement team, comprised of the Public Affairs Office, Diplomatic Security, the FBI, and others. Met with religious leaders across southern Pakistan• Supported the design and implementation of a $15 million program countering violent extremism in Karachi

• Spearheaded the organization of the Organization for Security and Cooperation in Europe Ministerial in Vilnius, attended by Secretary Clinton• Managed the external affairs and political-military portfolio, reporting on issues related to Russia, Belarus, NATO• Worked with the Ministry of Foreign Affairs, academics, journalist, and think tanks to investigate Russian influence in Lithuania• Reported extensively on the situation in Belarus following the 2010 post-election crackdown, cultivated relationships with Belarusian dissidents, including on temporary assignment to Embassy Minsk• Supported implementation of new sanctions on the regime against Belarus

• Staff director of the Out of Iraq Caucus, which included 90 Members of Congress. Organized press conferences, briefings, and events bringing in notable speakers including Bob Woodward, Ron Suskind, General Larry Korb, and in coalition with researchers from the Center for American Progress, the Brookings Institute, and the Council on Foreign Relations.• Developed and implemented caucus legislative and outreach strategy. Helped draft and pass legislation that streamlined the special immigrant visa program.• Legislative portfolio included foreign affairs, military, appropriations, and budget.• Authored amendments, prepared for committee hearings, wrote floor statements, tracked legislation, and drafted speeches. Composed press releases, prepared for press conferences, maintained contact with members of the press.
