Matthew is a Senior Manager of Government Affairs at Shipt, a retail tech company and wholly-owned subsidiary of the Target corporation, known for connecting people to high-quality delivery. In his role, he manages state and local government relations in the Northeast and Midwest.

Led Shipt’s food security efforts, leveraging Shipt’s strengths to ensure people have access to fresh and nutritious food regardless of their zip code. His leadership was instrumental in Shipt accepting SNAP benefits on Shipt’s online marketplace, launching a grant program to support equitable community-led innovations that strengthen local food systems, and supporting applied food as medicine research using Shipt’s technology. This work was recognized at the White House Conference on Hunger, Nutrition, and Health in 2022.

Launched new social impact business vertical and designed strategy to become leading logistics partner for food banks and other government and nonprofit organizations and advance company policy priorities and community impact. A national nonprofit that provides consulting services and funding to local government administrations to improve the financial stability of low-income households. • Developed organizational capacity to scale 1-on-1 financial counseling program from 5 to 50 local governments; designed program and logic model, database, performance metrics, staffing plan, and oversaw analytical review process to award pool of $9+ million in grants. • Trained and advised 12 local government mayors and senior leaders on program development, partnerships, fundraising, and sustainability, ensuring each partner a successful program launch.

• Implemented new performance data management system to visually assess progress on 74 strategic plan metrics. • Deployed agency-wide Employee Survey and first-ever regional Customer Satisfaction Survey, working with internal stakeholders, community organizations, and unions to develop tangible improvements based on responses.
