Working here since April 2013 as Financial Consultant on deputation basis.Evenafter promotion as Additional Secretary to Government,( Finance Department, Government of Kerala) I am allowed to continue in the present assignment.I am responsible for analyzing various project proposals from departments and to advise them on various extra budgetary funding options including PPP .for the execution.Completed advanced training programs on PPP management conducted by the IIT- Madras and IDFC,Delhi..Acting also as resource person to train LSG people Representatives and Officials and department officers for the PPP projects development and procurement aspects. Moreover,advice on Financial Analysis and scope of PPP in new projects proposed by Government of Kerala are being looked into.

I was the Director of Finance, Administration and Procurement of the Second Kerala Rural Water Supply and Sanitation Project, a Rs. 1022 Cr World Bank Project. I was imparted WB Procurement Training from the Administrative Staff College of India at Hyderabad and have conducted a number of Capacity Development Programs for Procurement Procedures for the field staff of the project .Now I am in the cadre of Additional Secretary to the Government of Kerala, Finance Department and is working as Financial consultant in the Project Financing Cell of the State Planning Board on deputation.The current assignment is also closely related to the project structuring.Financing,Risk assessment,Legal framework preparation ,resource identification ,advice to other departments on extra sources of funding for projects etc.
