Manage structural inspection, inventory, safety, and management programs to facilitate structural preservation, structural integrity, and safety of bridge and other structural infrastructure in the New York State. This $100 million/yr program is accomplished through in-house staff, structures evaluation groups residing in eleven regional offices, and more than $60 million/yr consultant contracts. Develop appropriate standards and policies. Coordinate with State and Federal Transportation agencies, professional organizations, academia, and consultants to promote research and other projects of interest to the Department.Managed NYSDOT moving from state-specific inspection program to AASHTO-element based national system. Oversaw an IT project to transform a number of software programs used for bridge inspection, inventory, evaluation, and management, that resided on legacy platforms, to online web-based integrated system.

Managed transportation infrastructure research and development program to enhance the quality and cost-effectiveness of transportation policies, practices, procedures, standards, and specifications. Working with department executives, developed and maintained a strategic plan for research, development, and technology, and administer innovation and implementation efforts. Supervised a team of researchers with advanced degrees in structural, pavements/materials, and statistical fields. Coordinated with other national organizations (such as TRB, TCRP, LTAP, LTPP, and transportation-pooled funds), universities, consultants, federal agencies, and private industry to expand and enhance research programs of interest to the Department. Principal Investigator of several research and implementation projects. Managed structural laboratory that was regarded as one of the outstanding laboratories owned by a state agency for dynamic and modal testing in the Northeast.

Taught a graduate course on “Structural Dynamics.”

Provided NDT/NDE services for laboratory and field testing of structures; conducted independent civil engineering consulting and programming; designed residential and commercial structures; and developed drainage systems for new residential developments.

Taught two undergraduate courses: “Mechanics of Deformable Solids,” “Reinforced Concrete Design and associated laboratory classes “Reinforced Concrete Laboratory,” and “Strength of Materials Laboratory.”
