Responsible to U.S. Department of the Treasury, Departmental Offices (DO), and the Office of the Chief Information Officer (OCIO) for day to day control of $170M plus in IT contracts supporting the U.S. Treasury, Bureaus, Departmental Offices, and IRS. This includes providing technical experience in creating acquisition documents ranging from Performance Work Statements, Cost Estimates, Market Research, Source Selection Plans, Justification for Limited Acquisitions, 508 Applications, Past Performance Questionnaires, hardware & software specifications. Evaluate proposals for the acquisition of IT products or services and complete financial analysis. Provide guidance and experience in developing procedures governing delivery of customer support services; coordination and implementation of processes for the improvement of work functions; and experience supervising employees and contractors. Provide information to Executive Leadership, Senior Management and other agencies in the organization to identify and define system requirements and standards of performance to meet contractual obligations for both ongoing and future projects and programs. Provide development and support while maintaining multiple types of contracts from Firm Fixed Price, Cost Plus Fix Fee, Managed Services, Time & Materials, and Labor Hours. Furthermore establish, maintain, and facilitate effective working relationships with key individuals at all levels of the organization from Federal Service, DoD, vendor, and the customer. Mediate or facilitate problem resolutions; plan, host, and conduct meetings and events. Consulted on and an active participant on committee or task force for technical and problematic issues. Identify and analyze problems, distinguishing between relevant and irrelevant information to make rational decisions. Manage 7 member team and responsible for day to day monitoring across multiple contracts and geographical locations of 200 plus contract employees.

This includes providing technical expertise to the design, development, and implementation of full service IT customer support program. Working with senior leadership and other agencies in the organization to identify and define system requirements and standards of system performance.Achievements: Chairperson for Technical Evaluation Board (TEB) for successful award of TIPSS-4 contract worth $49M. Subject Matter Expect (SME) for TEB for IRS Task Order worth $48M. Worked with Treasury Security and vendor to developed new Tape Storage award that resolved a two year classified storage issue resulting in a savings of $67k a year. Technical knowledge and attention to detail were key in the successful outcome from protest saving Treasury from re-competing award and the loss of millions in fees. Efforts in onboarding procedures with security for contract employees resulted in the development of new processes now used Treasury wide.

Hq Usafe/A6, Ramstein Ab, Germany

Responsible for daily surveillance and management of contract valued at ~$20 million supporting operations and maintenance of Air Force Command, Control, Communications and Computers (C4) system services in England, Germany, Italy and Turkey. Administered a comprehensive Quality Assurance Surveillance Plan (QASP) that oversaw and evaluated contractor operated and maintained base communications equipment and facilities. Ensured standards of performance were met at government facilities to include evaluating contractor delivered quality assessment products and services, site management, and quality control. Accomplished short- and long-range surveillance planning and budgeting of TDY activities required to carry out contract monitoring. Developed, coordinated, and modified surveillance documentation and procedures for the contracting officer. Provided technical assistance on the development of Statements of Work, Quality Assurance Surveillance Plans, work load estimates, technical evaluations, equipment purchases and inventories, government cost estimates, and other documents associated with a full and open acquisition. Provided technical guidance on contractor performance by observing and evaluating contractor personnel for technical proficiency and familiarity with required operations, quality control and security policy procedures, to include management to certify that communications-computer services provided met contract requirements.Achievements: Coordinated and chaired QASP working group and developed a comprehensive benchmark QASP for all USAFE/A6 theater wide contracts. Highlights of the QASP included imbedded checklists, surveillance worksheets, and reference materials. Developed new inventory database with eyes on for $27M in communications equipment across England, Germany, Italy and Turkey, with 100% accountability, resolved two year discrepancy in missing assets.

Responsible to DoD, Defense Information Systems Agency (DISA), USAFE, and 86th Airlift Wing for management, acquisition, development, and implementation of new or modified information systems, subsystems, or equipment to meet cost, schedule, performance, and supportability criteria, design, implementation, monitoring, and maintenance of communication systems. Directed the 24/7/365 operations overseeing local area networks and global communications activities for Germany, United Kingdom, Italy, Turkey, and the Middle East to elevate all mission critical communication situations up to the four-star level. Managed Command and Control (C2) networks, administered a $1.2M annual budget supporting 52 standard network and broadband devices providing the entire communication infrastructure for the Kaiserslautern Military Community. Supervised the maintenance efforts of 42 software and hardware technicians. Managed the identification and analysis of telecommunications systems to include encryption devices, satellite stations, network control centers, and other hardware and software elements. Provided technical and analytical work for 35 projects pertaining to the planning, development, acquisition, testing, integration, installation, utilization, and modification of telecommunications systems, facilities, services, and procedures. Approved and authorized expenditures for hardware and software enhancements and upgrades. Briefed commanders, directorates, to include Defense and State Departments VIPs, on a daily basis with emphasis on current status of communications affecting all USAFE units and other DoD agencies across Europe, North Africa and the Middle East.Government TS/SCI Security Clearance

Usafe Computer Systems Squadron, Hq Usafe, Ramstein Ab, Germany

Managed USAFE enterprise information technology projects affecting 43K warfighters at 7 main operating bases and 80 geographically separated units. Command program manager for USAFE’s premier SharePoint, Microsoft Office Communications Server (OCS), Task Management Tool collaboration suites, coordinated program requirements establishing software and hardware suite as USAFE’s core level service. Provided installation, statements of work, technical contract management oversight, and support needed to develop major command unique network tools. Resolved technical issues with subject matter experts and authored rollout strategy, system overview, project support agreement, service-level agreements and system accreditation package. Monitored hardware, software, development, and installation to ensure projects met all security policies and procedures and users were trained and aware. Reviewed and recommended expenditure for software and hardware suite enhancements and upgrades. Wrote contractor performance service reports and authorized payment for services. Supervised 5 military technicians and directed efforts of 8 contractors for all software, hardware, and network issues.Achievement: As hardware lead, installed and configured 11 Microsoft OCS servers for the development of the Electronic Decoration and Evaluation application. Instituted USAFE’s first electronic workflow process, Microsoft lauded ‘fastest ever’. Application now adopted by AFPC as an Air Force Core application.

Usafe Computer Systems Sqaudron, Hq Usafe, Ramstein Ab, Germany

Lead instructor for expeditionary communication course; trained military members on all phases of deployment to include multiple Air Force specialties, such as services, medical, security forces and communications. Trained airmen in building a communications infrastructure for a barebones base from the ground up to include a leadership perspective. Controlled, maintained and accounted for training facilities and tactical communications electronic equipment valued at $2.5M. Supervised 12 instructors; trained over 550 students from 5 career fields annually. Wrote formal training syllabi and individualized training tasks for the USAFE Directorate of Communications on expeditionary communications. Developed expeditionary communications scenarios for networking, satellite communications, information management, visual information and postal operations personnel.While Deployed: Designed and implemented a communications interface to the DoD military network that allowed deployed personnel to connect radios in remote locations to local dispatch consoles exchanging voice communications over an Internet Protocol routed network. Acquired $1.5M and built the hardware and software packages needed to implement Radio over NIPR; locally constructed communication shelters were forward deployed to improve Iraqi convoy protection. Implementation of command and control resulted in an estimated savings of $9M per year.Achievement: Ramped up 11 base networks to full operations, enabled the Combined Air Operations Center (CAOC) 24/7 coverage for 60K square miles; saved DoD $11M annually. Authored command and control administration and operations training guide for Radio over NIPR systems course; completed in 2 days; standardized joint operations training with Army, Navy and Marines. Synchronized five remote storage sites to one; relocated and secured $1.5M in command and control systems.

374Th Communications Squadron - (Ol) C (Pacaf), Yokota Air Base

Managed $15M of vital Defense Information Systems Agency (DISA), 374th Air Wing, and United States Army infrastructure to include secure and non-secure communications equipment. Maintained system database on 300 plus circuit diagrams and configurations providing accurate troubleshooting steps and reduced response times for outages. Directed monitoring and quality control testing on equipment, circuits, and systems to resolve customer issues or needs and to ensure they met required technical parameters specified by DISA. Developed standard operating procedures, metrics, scheduled work assignments, and ensured maximum network availability for users. Designed, installed, configured, maintained, and tested the local area network to ensure the system met functional and security specifications for 52 personnel.Achievement: Installed and activated a 622MB fiber optic link, replacing antiquated communication links for Air Force, Army, and Navy installations across Japan increasing bandwidth 300% for 10K plus users. Initiated removal of 17 data modems from 13 equipment racks into one location; freed up floor space for equipment by 60%; reduced troubleshooting for technicians by 50%; saved DISA $10K in contractor removal fees with zero loss in network services. Led 8-man team and replaced 8 multiplexed network switches, connecting 3 Army bases; saved DISA $15K in monthly costs; increased bandwidth and services for 5K soldiers.

7Th Communications Squadron (Acc), Dyess Air Force Base, Texas

Lead Infrastructure Technician Dyess AFB Network Control Center (NCC). Directed and performed installation, configuration, management, fault isolation and maintenance of local area network (LAN) infrastructure components and computing systems. Analyzed, isolated and resolved network problems using network management tools, procedures, checklists, test equipment, NCC data, and customer feedback. Proactively monitored, modified and controlled the performance of the base infrastructure and network connected systems. Analyzed and made recommendations to improve base network infrastructure environment to leadership. Developed, installed and configured communications systems and infrastructure for all new facility construction to ensure that systems being installed met the highest standards and conformed to DISA designs. Supported Office of Special Investigator (OSI) by obtaining computer hardware devices requested by agents while ensuring chain of custody and proper handling.Achievement: Managed and organized new Combat Information Transport System (CITS) upgrade, performed quality control operation on 60 contractor installed network equipment components; efforts crucial to upgrading out-of-date base infrastructure to a new high-speed network. Led installation, configuration and testing of 11 Cisco switches, 24K feet of copper wire and termination of ~330 LAN connections, three weeks ahead of schedule; ensured successful activation and standup of the new 13th Bomb Squadron headquarters building.
