Developed and documented policies and procedures for using a government-wide credit card.Developed internal controls to deter fraud, waste, and abuse. Devised spending limits for BEA employees. Devised two signatures for writing checks > $5,000. This resulted in fewer purchases of personal items. This internal control, serves as a deterrent; to fraud, waste, and abuse. Required procurement teams to get three quotes from three vendors before signing contracts. Recommended that BEA post the Survey of Current Business (SCB) on the Internet, versus printing hard-copies. Posting the SCB on the Internet saves BEA over $8,000,000. Posting the SCB enables the private sector, to easily access the SCB. Those in the private sector used to call BEA to get a hard copy of the SCB. Proposed that BEA use modern printers to print reports. Using modern reports makes reports easy to read and easy to print. Employees’ time is better spent obtaining explanations for variances. Advised reporters to submit data via the Internet. Data sent by Internet is legible, neat, and accurate. We did not have to worry about bad handwriting. Suggested that the technology department use bar coding to keep track of inventory. As a result, of using barcoding, it takes less than 1/2 of the time to take inventory. Also, the data is accurate and legible. People used to write down computer identification numbers by hand to keep track of printers, monitors, and desktops. Perform analytical reviews. Determine trends for fortune 500 companies. Noticed that companies were incorrectly reporting data. Companies are supposed to record numbers in thousands of dollars. Some companies wrote numbers in whole dollars. Data was wrong by millions of dollars. One company for instance, wrote $5,000,000,000. The company should report $5,000,000. Advised managers to develop reports that calculates variances.

Independently planned and conducted government Information Technology (IT) audits of Treasury's financial systems and mitigation plans for resolving material weaknesses; (these included the large audits, based on the Government Information Security Reform Act (GISRA), the Federal Information Security Management Act (FISMA), the Federal Financial Management Improvement Act and a security audit of the Department of Treasury UNIX systems) to ensure they were not vulnerable to attack and viruses; prepared clear, effective, concise and well-organized plans and reports for complex audits based on GISRA and FISMA; supervised a staff and provided them guidance in the implementation of audit plans and strategies, as well as a thorough understanding of GAAP and federal laws and regulations.

Established the Great Plains Accounting Department, which generated millions of dollars in revenue for Ernst & Young; served as an IT specialist: assembled and installed computer hardware (printers and copiers) and software (accounting, consulting and tax) for over 300 Ernst & Young partners as well as for new staff; arranged for the acquisition and installation of new phone numbers, set up phone jacks and telecommunication software; served at the IT helpdesk: assisted staff in the use of accounting software; identified and fixed computer (hardware and software) and telecommunication problems (and documented the solutions for fixing such problems).

I ensured that ICF Kaiser was compliant with the FAR. I led training courses and taught the FAR to accountants. I was the liaison between ICF Kaisers management and the Environmental Protection Agency.

At KPMG, I am responsible for auditing large government agencies financial statements in accordance with all accounting regulations, including GAO's guidelines, Financial Accounting Standards Board (FASB) guidelines, and FASAB’s. This includes documenting policies and procedures for reconciling the fund balance with treasury account. It also includes documenting policies and procedures for recording expenses, fixed assets, and for deriving the accounts payable balance at year-end. It also includes reviewing and documenting internal controls. It also entails testing internal controls and documenting my findings. Auditing financial statements also entails, performing substantive test work and documenting substantive test work. It also includes preparing reports that include findings and recommendations. I also communicate my findings and recommendations to management and to the client. My recommendations are well-received.
