Stacey serves as a Partner at The Carlyle Group and leads the firm's global government relations and public policy functions. In this role she engages with multiple stakeholders around the world to shape the firm’s global legislative and regulatory activities, provides counsel to portfolio companies to manage legislative and regulatory issues and supports investor relations professionals in all aspects of communication on public policy issues and potential impacts.Successes include support of Carlyle’s winning bid for the revitalization of JFK Airport, and the creation of the air academy to provide job training for quality airport careers for local residents. During the Tax Cuts and Jobs Act of 2017, Dion secured multiple wins, maintaining preferential tax treatment for interest deductibility, eliminating the application of unrelated business income tax for Carlyle investors, and the ultimate compromise on carried interest. Dion’s legislative and regulatory successes also include multiple issues impacting Carlyle portfolio companies, including healthcare, energy and environment.

Stacey joined Carlyle in 2017 as a Managing Director, focusing on U.S. government regulatory and legislative matters. She directed a government affairs agenda for The Carlyle Group and its U.S. funds with Administration officials, members of Congress, state and local leaders and their staffs and worked with portfolio companies to support and shape their regulatory and government affairs strategies.

Stacey was nominated by Carlyle and chosen by CSIS to serve as a Fellow with The Women's Global Leadership Program (WGLP) in 2022. The year-long program for senior-level women leaders is focused on international and global issues, critical geopolitical trends and executive leadership.

Stacey led Boeing’s corporate public policy team of executives and analysts. She developed and implemented government relations strategy and tactics on corporate issues including tax, benefits, financial services, corporate governance, energy, environment, workforce training and education and was the main contact for these issues on Capitol Hill, at the White House and with federal agencies, trade associations, and other advocacy groups. She also created and managed issue coalitions focused on education and advocacy efforts related to tax reform, pension, healthcare, and environment and worked with internal corporate leaders to develop and draft regulatory comments, white papers and materials for external use on a variety of public policy issues.

In addition to developing and drafting floor motions for tax and financial services bills, Stacey was the lead Republican staff for negotiating and drafting the Economic Stimulus Act of 2008 on behalf of the House Republican Leader John Boehner.

Stacey was responsible for drafting the Pension Protection Act of 2006 and served as top staff negotiator on behalf of the House Majority Leader for that piece of legislation. She also managed the Tax Increase Prevention and Reconciliation Act of 2005.
