Principal Benefits Analyst
Current• In-depth knowledge of employee benefits laws and regulations, including HIPAA, COBRA, ACA, and ERISA.• Serve as the District’s CalPERS Health Benefits Officer which requires knowledge of California Public Employees’ Retirement Law, PEMHCA provisions, California Government Codes, and California Code of Regulations.• Evaluate existing benefit plans and propose enhancements or changes based on market trends, cost-effectiveness, and employee needs.• Collaborate with internal and external partners to ensure that the health and welfare benefits programs support the organization's business objectives and contractual requirements.• Establish, manage, and nurture effective business relationships with internal and external stakeholders.• Provide leadership, coaching, and guidance to a team of three employees.• Provide expert guidance and support to employees regarding benefits options, enrollment processes, and claims resolution.• Manage benefits data requests for management, internal departments, public information requests, rate renewals, cost benefits analysis, and federal and state reporting.• Develop employee communication materials to provide information and increase awareness and understanding of benefit programs.• Project manager of the annual benefits open enrollment, including the preparation of materials and system updates. • Partner with internal and external departments to successfully onboard new benefits vendors.• Department project manager of the RFP process for health plans.• Maintain the administrative budget for various health vendors.
