Developing methodologies in critical infrastructure and cyber security for DHS.

Provides strategic and operational planning direction for VDEM. Supervises emergency planning, the 24/7 watch center, geographic information systems (GIS), and intelligence analysts in the fusion center

Stacie is the Critical Infrastructure Protection (CIP) Program Manager within the Secretary’s Office of Public Safety and Homeland Security for the Commonwealth of Virginia. Her primary directive is restructuring the Commonwealth’s CIP Program by coordinating strategy and policy through a collaborative effort across state, local, and private sector agencies to enhance protection and resilience of the State’s critical infrastructure assets. Stacie also serves as the state liaison to the U.S. Department of Homeland Security for numerous homeland security annual data calls which information DHS grant funding allocations.

Manage the GIS Program for the Virginia Department of Emergency Management. Harnessing AGOL apps for better situational awareness in the Virginia Emergency Operations Center (VEOC; improving business workflow for the Situational Awareness Unit (SAU), and building a statewide mutual aid assistance system for more efficient resource request fulfillment.

Developing policy to promote all-hazards information sharing across public safety agencies at all levels of government; operationalizing critical infrastructure prioritization and risk assessments for decision-making in planned and emergency events; conduct outreach to foster VFC partnerships with state and local public safety agencies.Managing implementation of GIS into the VFC for more timely and actionable information sharing to leadership, personnel, and external partners.

Planning and project management work for Charlotte-Mecklenburg Emergency Management and Charlotte Fire Department. Serves as Project Manager for all Technology Projects in EM to include ETeam, Tier2, Hazmat monitors, Weather Stations, RADACS, Video Teleconferencing; Lead Planner for the update of our EOP, Web Portal (public and government facing); Manage technology for the City-County EOC; Technology lead for Charlotte UASI tactical and mobile response units; Planning Team for NC Task Force 3 USAR; Serves as PSC or Planning Unit Leader when deployed during emergencies and disasters. Also member of the NC State Type3 IMT and NCEM Type 3 IMT. Utilizes NIMS and ICS principles in Emergency Management, in accordance with FEMA/DHS guidance. Experience in all phases of Emergency Management to include Preparedness, Response, Recovery, and Mitigation.

Managed technology projects for Training Division of CFD including redesign of classrooms and upgrade of computer lab; Managed technology in the EOC; PM for ETeam training program for the Charlotte UASI; PM for VTC implementation throughout all Charlotte UASI EOCs

Managed I.T. program for Union County Emergency Management, Fire Marshal's Office, and Emergency Communications to include procurement of new Computer-Aided Dispatch System, design and preliminary permitting/zoning work for new 800-MHz radio system, and planning and design of new Emergency Operations Center.

Managed multiple applications for the Fire Department including the Records Management System; developed web-based search tool for Tier2 records from mainframe database, including conversion of data to SQL; conducted preliminary research for MDTs on fire apparatus based on experience with LFD.
