The Fellowship is a highly selective, rigorous program for teachers who want to deepen their knowledge in education policy and expand their influence—without leaving the classroom. My group focused on the needs of English Learner/Dual Language Learners. We developed a Bilingual and ESL Teacher Tuition Waiver program which was modeled after the current Special Education Teacher Tuition Waiver program. Because Bilingual/ESL is the second largest shortage area (behind special education) in Illinois, we felt that a targeted waiver program was the best solution to get additional teachers certified.We were able to meet with several legislators across Illinois to discuss our plans for the waiver program. While, we were unable to get our waiver program introduced during this legislative cycle, it is our hope that the next cohort of fellows will carry our work forward.
