Responsible for leading the office in departmental planning, determining operational needs, setting goals and objectives, developing and reviewing departmental policies, managing staff of 34 at six office locations, assisting with budget forecasting and preparation, overseeing operations in various department divisions (Real Property/Land Records, Vital Statistics & Passports), and serving as a liaison to vendors, citizens, state, federal and other County personnel.• Knowledgeable and proficient regarding laws and statutes that affect all divisions within the Recording Department. (Texas Property Code, Business and Commerce Code, Health and Safety Code, Local Government Code, Texas Administrative Code).• Vital Statistics Unit Facility Manager – First point of contact for the Texas Department of State Health Services. Maintain compliance with the State of Texas by understanding laws and requirements. Schedules training for Vitals staff. Execute an annual audit and comply with Local Registrar standards.• United States Passport Agency, Head of Facility – Assign Program Managers to assist with passport operations at all 6 locations in order to ensure compliance and standards are being met. Coordinate annual audit with the United States Passport Agency and complete annual certification requirements for all passport agents.• Administers routine personnel matters and manages hiring process for department. Job posting, application review, interview scheduling, conducting interview and coordinates with HR upon position being offered.• Conduct annual employee appraisals that are effective and motivational while following county policy and guidelines.
