Stacy Surla helps teams design and deliver products and services that work across digital and traditional channels. She integrates user-centered methods – including design thinking, Lean UX, and Agile practices – that put the user at the heart of each effort. Her career spans more than 30 years, with a concentration on bringing about human-centered transformation in not-for-profit and government settings. Areas of expertise include customer experience, user experience, digital strategy, knowledge management, content strategy, information architecture, and multi-channel service design. Clients include associations, state offices, and federal agencies including the Departments of Agriculture, Defense, Health and Human Services, Justice, Veterans Affairs, U.S. Agency for International Development, and the White House.

Designed courses and taught information architecture and user research at the graduate level in the Information Architecture and Knowledge Management (IA/KM) department.

Led the project team standing up the Customer Experience Center of Excellence at USDA for GSA and the Office of American Innovation. Developed ICF's Lean Volte process for integrating user experience into Agile teams, and applied it with clients including the National Cancer Institute, Centers for Disease Control, Environmental Protection Agency, Department of Justice, Navy, and Department of Health and Human Services. Facilitated design thinking and customer journey mapping workshops for government, utility, and healthcare clients. Built and managed the 20-person User Experience team in ICF's government practice.

As elected member of the Board, implemented institution-building measures in the volunteer, membership, and education arenas. Served as Treasurer and Secretary and manage staff. Led several initiatives, including Local Groups and Second Life.

Provided enterprise-focused information architecture services and planning for corporate intranet. Integrates Microsoft SharePoint sites with static websites, content management system, and repositories. Delivered IA and user research services for Portal development and redesign services for knowledge sharing websites, Digital Libraries, and web applications.

Lead for 6-person team on Homeland Security's Map Modernization project (CMMI 3). Developed work products for Websphere Portal and database integration groups, in a rapid development environment. Developed user interfaces. Converted business processes into web-enabled workflow; provided dashboard access to program status; converted paper-based forms into online, wizard-based applications. Developed information architectures, gathered requirements, produced visual and technical deliverables, performed Section 508 planning, wrote proposals, led client presentations.

Managed White House Office of National Drug Control Policy and Anti-Drug Media Campaign websites. Delivered e-gov services, dynamic content, and video-on-demand. Led project teams for web, CD-ROM, video, and Flash products. Lead of Content Management System Working Group. Key member of Section 508 Working Group.

Combined government relations, media, and community organizing skills to produce over 40 Y2K public awareness events in the U.S., Territories, and Mexico. Worked with stakeholders at highest levels of state and local government and private industry. Liaised with TV, print, and radio stations in each locale. Produced video programs and radio segments.

Planned and managed evaluation and implementation projects in Democratization and Justice arenas. Associate Project Director for federal projects. Clients included USAID, Department of Justice, Department of Transportation, and several State and Local governments.

Developed research methodology and co-directed all aspects of project design and execution for applied anthropology agricultural research project in Cameroon, West Africa.
