I was the Department of Homeland Security Legislative Fellow in the personal office of Congressman Henry Cuellar (TX-28), Member of the U.S. House Committee on Appropriations, Subcommittees on Homeland Security, Defense, and Agriculture. I served as the congressman’s principal advisor on all aspects of homeland security including U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), and U.S. Immigration and Customs Enforcement (ICE) policies, programs, and operations. I staffed the Congressman on all matters relating to homeland security including meetings, appropriations, hearings, provided policy and vote recommendations, drafted legislation, and communicated with stakeholders and constituents on priorities and challenges. My portfolio included Homeland Security, Science & Technology, Trade, and Veterans Issues. My appropriations portfolio included Homeland Security; Commerce, Justice & Science; and Military Construction and Veterans Affairs.

I collaborated with senior Border Patrol leaders in the formulation and development of overall Border Patrol operational objectives; devised plans, policies, and procedures governing the execution of specific functions and implementation of national programs. I assisted and facilitated the development, implementation, and execution of the U.S. Border Patrol law enforcement, administrative, and technical priorities.Qualifications: - Broad geographical experience and knowledge base, with service in varied positions within four Border Patrol Sectors and Headquarters. - Broad spectrum of leadership, organizational skills, and expertise required to accomplish critical tasks. - Progressive supervisory and managerial experience, including extended periods of acting positions of higher grade and increased responsibility. Key Accomplishments: - Identified and resolved issues where no policy existed, took innovative actions to address emerging requirements and/or issues. - Participated in many inter-agency working groups that had broadened the Border Patrol’s organizational exposure. - Improved unity of effort that promoted collaboration among DHS components and external stakeholders.
