I now am happily retired in Sarasota after roughly 40 years in Washington, DC, all involving the Congress and other national legislatures in one way or another, including 26 years at the Congressional Research Service (CRS) of the Library of Congress where, from 1988 until my retirement in 2002, I was Senior Specialist in the Legislative Process. In other words, I was expected to know "the rules of the game" in the House and Senate, and to be able to explain them to Representatives and Senators and their staffs by reports, memoranda, lectures, seminars, and briefings. I like to think that I succeeded more often than not. From the late 1980s until the late 1990s, I also was involved in various "legislative strengthening" and parliamentary development programs supported by CRS and funded by the State Department, USAID and what then was the U.S. Information Agency, as well as other U.S., European and international organizations. After retirement, I continued this work primarily under the auspices of the National Democratic Institute and the Center for International Development. In addition to work based in the U.S., these activities took me to 35 countries on all continents except North America and Antarctica. In 2002-2003, I also was a Fulbright Senior Scholar in Australia, where I observed and studied the Australian Parliament from perches at Parliament House and the Australian National University.More information as well as links to CRS reports and other papers and publications can be found at www.stanistan.org.
