Leads a county government department responsible for administering community development programs throughout Fulton County. Responsible for administration and contract compliance management of federal and local grant funds provided for community development, including U.S. Department of Housing and Urban Development (HUD) program funds. Responsible for financial management of grant-funded projects, including preparing operating budgets, reporting, cost allocations, managing expenses, and ensuring appropriate audit controls. Directs funding to nonprofit organizations to support services for Fulton County residents. Works closely with County Manager, Board of Commissioners, neighborhood leaders and the nonprofit community.

The City's Neighborhood Development Department oversees enforcement of minimum housing standards and other code compliance issues such as nuisance abatement and zoning. The department offers programs for the creation of new affordable housing, preservation of the City's existing housing stock (housing rehabilitation) through grants and loans.

Established in 1974, the Greenville County Redevelopment Authority (GCRA) works to improve the living conditions of the county’s residents by building new homes, rehabilitating existing homes and improving the infrastructures within communities. GCRA also provides funding for many non-profits that provide services in the community. By developing community partnerships and administering funds from U.S. Department of Housing and Urban Development (HUD), GCRA works to build a better quality of life for the citizens of Greenville County.

Founded in 1964, Salisbury-Rowan Community Action Agency (SRCAA) is a regional North Carolina nonprofit organization established for the purpose of empowering low-income families and serving as a key to addressing poverty. Headquartered in Salisbury, NC, the agency has approximately 300 employees and serves Cabarrus, Davidson, Montgomery, Moore, Rowan and Stanly counties. Its mission is to provide services for individuals, children and families to enhance their quality of life and promote opportunities for self-sufficiency. The agency has established a vision whereby everyone has an opportunity for success in life. SRCAA is guided by principles that include; accountability, integrity, advocacy, collaboration and transparency. Key programs and services include; early childhood education (Head Start), family self-sufficiency, career education and training services for youth and weatherization services to make homes energy efficient.

Responsible for multi-million-dollar capital budgets, operating budgets and federal funding programs. Developed and administered the City’s first Housing Trust Fund. Provided oversight and manage community planning and development of grant programs funded by the U.S. Department of Housing and Urban Development (HUD). Represented the department during public forums, hearings and City Council meetings. Developed, monitored and exceeded key performance indicators on an annual basis. Directed a 24-member staff and created and implemented annual operating and capital budgets of more than $20 million.

Led NACA offices in Boston and Lawrence, MA, Washington, DC, Atlanta, GA, Charlotte, NC, Jacksonville, FL, and opened new offices in Memphis, TN, Columbia, SC, Augusta, GA, Baltimore, MD and Buffalo, NY, Developed and implemented policies and procedures. Hired staff at the local level for all NACA markets. Worked with lending partners to expand homeownership opportunities and NACA underwriting criteria.
