TIDES started as a DoD research project dedicated to open-source knowledge sharing to promote sustainable support to populations under severe stress—post-war, post-disaster, or impoverished, in foreign or domestic contexts, for short-term or long-term (multi-year) operations. This project provided reach-back "knowledge on demand" to decision-makers and those working in the field. It helped catalyze public-private, whole-of-government, and trans-national approaches to encourage unity of action among diverse organizations where there is no unity of command.From 2017, TIDES has become STAR-TIDES (Sharing To Accelerate Research - Transformative Innovation for Development and Emergency Support) and has moved to George Mason University. Every year there is a technology demonstration on Merten Hall in the Fairfax campus followed by a one day demonstration event at the Pentagon. STAR-TIDES is coordinated through C-RASC (Center for Resilient and Sustainable Communities) and encompasses all the different schools of the University. It is currently engaged in multi-disciplinary projects that involve academic and industry partners to solve some of the crushing projects of the world such as creating digital opportunities to unserved and under-served communities, and working with rural farmers to enhance their agriculture methods through the help of cutting edge technology.Our network works in the following areas: (1) Stabilization and Reconstruction, (2) Humanitarian Assistance/Disaster Relief (HA/ DR), (3) Defense Support to Civil Authorities (DSCA) in the US and (4) Building Partnership Capacity (BPC) in Latin America and Africa. Exercises, training and education are keys to institutionalizing lessons learned. Links are being forged among the Department of Defense, State Department, DHS, other US government agencies, International Organizations, NGOs, Private Volunteer Organizations (PVOs), the business sector and academia.
