Senior Consultant in the World Bank Task Team for the Kenya Infrastructure Finance and Public Private Partnerships (IFPPP) Project. Main responsibilities include liaison with the Government of Kenya, particularly the PPP Unit in the National Treasury as well as infrastructure line ministries and other relevant contracting authorities, in the development and implementation of a pipeline of bankable infrastructure PPP projects in electricity generation, ports and airports, special economic zones, railways, roads and highways, water supply, and social infrastructure – and in building PPP-specific institutional capacity within the Government of Kenya. Specific tasks encompass coordination and overall technical guidance of World Bank consultants; review of RFPs, ToRs, evaluation reports, etc. in the context of World Bank-funded procurement processes for transaction advisors, individual consultants and advisors; liaison and coordination with other donors contributing funding to the World Bank for PPP development; policy guidance on sector regulation and PPP transaction structures; quality control and review of technical reports prepared by World Bank staff, consultants and advisors; monitoring of IFPPP procurement and disbursement processes; coordination of periodic World Bank Implementation Support Missions and resulting Aide Memoires.

Resident Regional Program Manager and Chief Executive Officer of a six-year USAID program, Sustainable Water and Sanitation in Africa (SUWASA), www.usaid-suwasa.org, for Sub-Saharan Africa. SUWASA, implemented by Tetra Tech, seeks to identify, promote and transfer best practices in urban water supply and sanitation reform and governance across Sub-Saharan Africa.The program aims at achieving long-term financial sustainability through the application of market-based principles in a collaborative approach with governments and urban service providers. Technical assistance is provided for the design of effective models of reform at the sector and water utility levels, in order to facilitate innovative financing approaches for African water providers and the establishment of long-term financial viability in the sector. In late 2012, SUWASA had a portfolio of 16 projects in 8 countries (Ethiopia, Kenya, Mozambique, Nigeria, Senegal, South Sudan, Uganda, and Zambia) and over 50 technical staff, with another four project start-ups in the pipeline.

Advisor to the Government of the Hashemite Kingdom of Jordan, Executive Privatization Commission, Prime Ministry, AmmanManaged a five-year multi-million Euro technical assistance program in support of infrastructure and utility reforms and private sector participation in the Hashemite Kingdom of Jordan. The program, organizationally attached to the Executive Privatization Commission (EPC) of the Prime Ministry, was geared to introduce private sector provision of infrastructure services through Public-Private Partnerships (PPP) in inter alia water and waste water, transport, tourism, hazardous and solid waste management, and health care sectors. The PPP Programme of Jordan, designed and developed under the guidance of Stefan Kauder, is the first in the Middle East and the Arab World in its comprehensive approach and consistency in terms of the regulatory and institutional framework. Stefan Kauder advised the Government of Jordan on overall PPP and infrastructure development policies, institutional and capacity building strategies, coordination of donor support, public awareness, marketing and promotional activities surrounding the PPP Programme, as well as day-to-day management issues.

Utility Reform Advisor to the Government of Uganda, Privatization Unit, Ministry of Finance, Planning and Economic DevelopmentResident Utility Reform Advisor and Team Leader to the Utility Reform Unit (URU) of the World Bank-funded Privatization & Utility Sector Reform Program of the Government of the Republic of Uganda. URU, organizationally attached to the Ministry of Finance, was the lead agency for implementing utility reform, privatization and regulatory capacity building in Uganda.After the successful completion of the telecommunications reform and privatization program, major activities revolved around the implementation of reforms in the electricity, railways and water sectors.Overall objectives were to support the Government of Uganda in designing and implementing its utility reform program, to encourage professionalism, transparency and international best practice in utility reform and to facilitate stakeholder participation in the utility reform program. For its achievements in utility reforms, during Stefan Kauder's involvement as lead government advisor, Uganda was awarded Best Utility Reform Program in Africa by the World Bank.

Advisor to the Government of Ethiopia, Ethiopian Privatization Agency, Addis AbabaProgram Manager and long-term Privatization Advisor to the Government of Ethiopa and the Ethiopian Privatization Agency (EPA) in a GTZ-funded technical assistance project with lead responsibility for evaluating, preparing, managing, and implementing the conversion of state-owned enterprises through to successful private sector financing and ownership.Primary advisor to the Government in all aspects of strategic orientation of the Privatization Program and respective alignment of direct contributions and assistance of donors thereto.Policy Advisor to the Government for the commercialization of national utilities, i.e. municipal water service providers, Ethiopian Telcommunications Corporation (ETC), Ethiopian Electrical Power Corporation (EEPCO). In cooperation with EU, advised the Ethiopian Government on modes of commercialisation of Ethio-Djibouti Railways. Also advised on the outsourcing of municipal and regional services to private contractors.

TOB, a privatised subsidiary of Treuhandanstalt (Germany's privatisation agency entrusted with the transformation of the entire Eastern German economy), is a specialised consultancy focusing on privatisation and restructuring, as well as on the development of financial markets and respective regulatory frameworks in (primarily) the CEEC.As (Senior) Project Manager, responsibilities were mainly focused on the identification of suitable contract opportunities for TOB, the preparation of technical and financial proposals and, after successful contract award, the financial and operational management of technical assistance projects. This involved frequent working visits to Central and Eastern Europe, Central Asia, the Middle East and Southern Africa in project management roles, as well as extensive technical work as a short-term team member in numerous projects.
