Steffen Jacobsen leads Amazon Web Services’ (AWS) Worldwide Public Sector “Big Deals” Team, which is responsible for responding to and capturing complex, strategic, high-value, and non-standard cloud computing opportunities and engagements with public sector customers worldwide. Prior to standing up the Big Deals Team, Steffen was the Corporate Counsel responsible for AWS’s largest and most complex government contract: the U.S. Intelligence Community’s (IC) commercial cloud services contract. In that role, Steffen negotiated terms, conditions, and scope with each of the 17 IC customers, oversaw Amazon’s compliance with the myriad government compliance obligations (including Foreign Ownership, Control, and Interest rules), managed all litigation activities, and negotiated AWS's first GSA Schedule 70 contract through which any U.S. government agency can purchase classified cloud services. Steffen also crafted the terms and compliance mechanisms through which AWS supports its customers’ compliance with the DoD’s Network Penetration rules, and educated customers’ supply chain, legal, and compliance officers on FAR and DFARS compliance in the context of public and community cloud infrastructure. Prior to AWS, Steffen worked in Arnold & Porter’s top-tier Government Contracts, Public Policy & National Security practice in Washington, DC, representing and advising government contractors and subcontractors on all aspects of government contracts law, including intellectual property rights, contract disputes, claims, bid protests, small business and other socioeconomic issues, and General Services Administration (GSA) schedule contracting. Steffen was involved in cases before the Armed Services Board of Contract Appeals (groundbreaking statute of limitations cases), the United States Court of Federal Claims (reversal of GAO’s flawed decision in the IBM vs. AWS bid protest), and the Government Accountability Office (GAO).
