Mr. John Stelling, NH-IV, is the Director, Special Access Program Management Office (SAPMO), Space Systems Command (SSC), Los Angeles Air Force Base, CA. He is responsible for all SSC SAP security operations with an emphasis enabling SSC to rapidly deliver the resilient space capabilities needed to dominate in a space warfighting environment without sacrificing program protection.Mr. Stelling joined federal service in 1991 at the Naval Warfare Assessment Center in Corona, CA. He started as a data programmer and systems administrator supporting the Materiel Readiness Database (MRDB), Rolling Airframe Missile (RAM), and Battlefield Technical Trainer (BFTT) Debrief Tool. This included transitioning the MRDB from antiquated main-frame technology onto modern UNIX-based servers and Oracle databases.In 1996, he transferred to the Scientific and Technical Intelligence Office (STILO), initially as a Systems Administrator transitioning to a Security Specialist. In this role he provided Information Systems and security support to specialized test and evaluation events for advanced Navy systems including the Aegis Radar (SPY-1), Multi-Function Radar (MFR) and Cooperative Engagement Capability (CEC). He brought the Joint Worldwide Intelligence Communications System (JWICS) to NSWC Corona and provided Intelligence Awareness briefings to the technical staff.Returning to a Computer Scientist position, Mr. Stelling provided IT and cybersecurity to NSWC Corona’s Performance Assessment Directorate, supporting testing of the Ship’s Self Defense System (SSDS), Standard Missile Block 2 (SM-II), and Harpoon missile systems.He left government employment in 2003, joining ManTech International to provide technical and program security support to the Air Force and Missile Defense Agency, including the Near-Field Infrared Experiment (NFIRE), Space Tracking and Surveillance System (STSS), STSS Advanced Technology Risk Reduction (ATRR), and Continuous Broadcast Advanced SATCOM (CBAS) satellite launches.Mr. Stelling returned to Civil Service as the SAPMO Deputy Director under the Space and Missile Systems Center (SMC)at Los Angeles AFB, CA in 2020. SMC became SSC, a United States Space Force Field Command in August 2021. He was elevated to the Directorship in August 2024.
