Mr. Hill led capture teams in developing management, technical and financial solutions to customer’s problems, supervised the development of winning proposals and assisted in the transition of new work to GDIT. Mr. Hill and his capture teams won more than $1B in business, with $2.4B in the pipeline. Mr. Hill has a cumulative capture rate of 95% FY 2008 to 2010. His win and capture rates for deliberate captures is 100%. Mr. Hill mentors new capture managers and coordinates the activities of 3-5 capture managers working related opportunities. Mr. Hill developed the plan, processes and coordinated the capture activities of multiple Capture Managers to migrate more than 100 Task Orders from an umbrella contract (ICE2)

Mr. Hill developed leads, qualified opportunities and acted as Capture Manager and Proposal Manager for Intelligence Community information technology opportunities for an Inc 500 small business. Mr. Hill developed a weighted value pipeline of opportunities that exceeded $50M for FY 08, and established Teaming Agreements for the majority of those within the first six months at CALNET.

Capture Manager and Proposal Manager for IC contracts and had 80% and 75% win rates for FY 07 and 06. Projects won include the DIA Disaster Recovery Program (three separate DO wins), the DIA Quality Management program, the DIA Customer Relationship Management program, the DIA Intelligence Fusion Data Model program, the Marine Corps Intelligence Activity (MCIA) Terrorism Analysis project, the Counterintelligence Field Activity (CIFA) Business Continuity Planning effort, the CIFA Insider Threat project, the CIFA SETA project, the Army G2 SETA project and the National Ground Intelligence Center (NGIC) Harmony project.

Mr. Hill was responsible for the full range of CSC CyberCare™ Information Assurance services, as well as Information Warfare, Information Operations, Homeland Security and Critical Infrastructure Protection projects and programs in support of CSC customers. During his tenure, Mr. Hill’s INFOSEC Technical Services Department had the highest growth rate in the Center, and the lowest turnover rate in the Defense Division, growing from 18 to 75 professional staff in eighteen months. Tasks included technical support to business development and marketing, capture and proposal management, staffing, and supervision of task execution. Directly coordinated with CIOs, VPs, Program Managers and other senior level Information Technology and Security staff. Successes included winning and executing Critical Infrastructure Protection tasks for the States of Arizona and Iowa, the Information Assurance contract for the Ballistic Missile Defense Organization (BMDO) and multiple Delivery Orders for Information Security support to the Defense Information Systems Agency (DISA), including standup of the DoD Computer Emergency Response Team (CERT). Mr. Hill also managed the INFOSEC team supporting the development of an Integrated Network Management System (INMS) to manage four global Wide Area Networks for a classified customer.

on the Pentagon Renovation Project, Mr. Hill managed two teams, the Pentagon Enterprise Network (PEN) Certification Team, and the Single Agency Manager Support Team. The Certification Team was responsible for the creation of the Pentagon Enterprise Network (PEN) System Security Requirements Specification (SSRS), the PEN Certification Evaluation Procedures (Version 1), and the Certification Evaluation Report.

Mr. Hill had a variety of command and staff positions including two assignments as a Platoon Leader, one as the Commander of a 200+ person Military Intelligence Company, two as the Assistant G2, and one as an Assistant Professor of Military Science at the University of Tennessee. Mr. Hill also served at the Strategic level, with two assignments at the Defense Intelligence Agency, one at the Supreme Headquarters Allied Powers Europe (SHAPE), and one as a Strategic Counterintelligence Detachment Commander.
