About Stephanie Flizot, Ph.D

With a Ph.D. in Public finance and a Master's degree in Business Law, I embarked on a career change after a parental break. As the current climate, biodiversity loss and risk disasters challenges require far more than public finances, I have spent the last years exploring climate finance, climate-related risks and opportunities for investors, landscape finance from enabling environment to stakeholders alignment, theory of change issues in program strategy, the basics of risk and impact management, climate-related and sustainability reporting, gender and environment, climate adaptation.. I am especially interested in climate adaptation, climate finance, impact investing, and more broadly in accountability matters. Trained in Impact Management and Measurement for the SDGs with Duke University. My career in short : a broad range of experiences from management and leadership with a 5-year role as executive, communication, and first and foremost extensive experience in research and policy analysis with two decades in academia, peer-reviewed publications, and speaker experiences at the European level. Experience in designing and managing both research and capacity building projects, and engaging with key stakeholders (including senior officials, government departments, local governments). I have worked on public policy, multilevel governance, policy coherence and silos, and change management issues in the public sector around public administration reform, taxation, and fiscal matters, including in foreign countries working as an expert within bilateral or European funded projects (from good governance to domestic resources mobilization and outcomes-based budgeting for municipal and regional governments). As an academic, my research focused on governance and policy implementation challenges, value for money, accountability, audit, expenditures frameworks, public spending efficiency, spending reviews, debt brake rules with benchmarking analysis to understand similarities, gaps, barriers, best practices and lessons learned through academic literature review, government publications, case studies, and conversations with practitioners to understand what works, what doesn't, and why because context matters. Going beyond indicators' issues and reporting framework, my interest lies in cross-sector and governance challenges to analyze system-level barriers, minimize silos, improve accountability and outcomes.
