Stephanie McClellan is the Founder of both Turn Forward and the Special Initiative on Offshore Wind. In 2022, she founded Turn Forward, a national non-profit advocacy organization dedicated to increasing the public's support for offshore wind. She served as inaugural Executive Director to set the strategic direction for and build, staff and resource a new national offshore wind NGO. In 2014, Stephanie founded the Special Initiative on Offshore Wind (SIOW), building a program that proved an instrumental factor in today's U.S. offshore wind policy pipeline. At SIOW, Stephanie provided cutting edge policy analysis and design to states considering significant offshore wind programs, and built a knowledge bridge between state governments, the federal government, and the global offshore wind sector. Through her leadership and convening ability, Stephanie advanced collaboration within the US offshore wind sector, generating critical sector-wide communications campaigns and alliances that helped to facilitate the offshore wind sector's policy successes. In addition to her NGO work, Stephanie worked for an offshore wind transmission developer and for a floating offshore wind developer. Prior to working in offshore wind, she served in elected office and worked at the highest levels of State government and in academia. She holds a Ph.D. and Master's degree in public policy from the Biden School of Public Policy and Administration at the University of Delaware.
