Oversaw operational and policy aspects of a complex health care delivery system that provides services to more than four million Texans. Develops and executes innovative strategies to improve quality and contain costs in Texas Medicaid and CHIP programs. Overhauled managed care oversight and increased accountability.

Responsible for planning and oversight responsibilities for strategic system-wide improvements that led to a more efficient and effective health and human services system. Recruited to oversee a large-scale reorganization of Texas health and human services system, a mission critical project that was significantly behind schedule and at-risk. Successfully implemented the first phase of the reorganization. In three months, created and executed project and change management plans that led to the successful transition of over 4,000 staff and more than 120 programs.

Oversaw operations for an organization of 9,000 employees delivering public assistance and community based services throughout Texas. Successfully led the implementation of federally-required Medicaid and CHIP eligibility changes included in the Affordable Care Act which significantly impacted policy, business processes and technology. Drove the modernization of business practices. In three years increased online applications from less than 20 percent of all applications to nearly 70 percent. Oversaw the design and deployment of a mobile application to allow Texans to provide missing documentation to speed application processing and reduce costs. Between 2011 and 2014 reduced the cost per case by 14% avoiding $80 million in expenditures.

The Texas Health and Human Services Commission (HHSC) provides direct services including Medicaid and CHIP and integrated eligibility services and provides oversight of the system of five health and human service (HHS) agencies and 55,000 employees. As Chief of Staff, in direct support to the Executive Commissioner, I managed daily executive responsibilities and provided direction and oversight regarding the operations of HHSC. During my tenure as Chief of Staff, the agency experienced considerable challenges in the delivery of eligibility services. I was charged with identifying opportunities to modernize the system and make is function more effectively.

Provided leadership and direction for government and stakeholder relations at HHSC, a large state agency of 12,000 employees. Coordinated with agency executive management to ensure the needs of state leadership, legislative offices, advocates and general public were met. Strategically communicated information regarding critical agency issues to legislative and leadership offices and agency stakeholders. Assumed responsibility for overseeing ombudsman's office for consumer complaints in October 2009 and was promoted to Associate Commissioner for Consumer and External Affairs.
