Senior Regulatory AnalystUsda Animal And Plant Health Inspection Service (Aphis) Jul 2014 - PresentRiverdale, MarylandAs a Senior Regulatory Analyst, I am responsible for the following: Researching the purpose and background of requests for regulatory changes; writing notices, proposed, interim, and final regulations (dockets) and related materials and revising these documents based on reviewers’ input; and ensuring that the impacts of the regulations are accurately described and that the regulations comply with all applicable authorities.I am also responsible for participating as a team member with top APHIS managers to develop major changes in direction for APHIS regulatory programs. I manage the resolution of complex regulatory issues resulting from changes to APHIS programs. As part of this role, I routinely work with not only APHIS managers and program experts, but also with managers and experts from other agencies, including the Food and Drug Administration, the Department of Justice, the U.S. Fish and Wildlife Service, and the Office of the United States Trade Representative when those agencies’ interests and authorities overlap with APHIS’ programs.I work with agency managers to plan the development, clearance, and publication of new regulations. I have participated in the development of numerous high priority regulations for both APHIS Veterinary Services and Plant Protection and Quarantine programs, and have successfully seen these regulations through clearance within USDA and the Office of Management and Budget. I work with APHIS program experts to develop the form and content of new regulations so that they are both effective and enforceable. I also evaluate public comments on proposed regulations and advise program managers about possible regulatory changes in response to the public comments.I participate in efforts to implement significant new approaches to APHIS regulatory activities designed to improve the quality of APHIS regulations, including the development of non-regulatory approaches that support the agency’s mission. -
