*Crafts CEQA compliance strategy for public agency projects, researches compliance issues and reviews environmental documents such as the initial study checklist.* Legal expert in land use covenants including training, drafting, negotiating, designing fact sheets, and drafting policy. *Regularly responds to discovery and Public Records Act Requests by interfacing with litigants, the public, and agency staff.* Solidifies positive relationships between community groups and our regulatory agency by responding to questions and communicating regarding complex and controversial issues.*Facilitates cleanup of contaminated properties by interfacing with developers, counsel and responsible parties regarding working with our regulatory agency. *Defends public agency against CERCLA contribution claim.*Reviews RCRA and Standardized Permits for hazardous waste facilities in California. Representative industries include used oil, storage, research laboratories with mixed wastes, and precious metals recycling. * Drafts hazardous waste permit appeals briefs.*Reviews and advises staff regarding the management of hazardous waste at permitted facilities within the permitting process.*Enforces the Hazardous Waste Control Law by advising inspectors, meeting with defendants, managing the work of the Attorney General's Office, advising task forces, ensuring timely payment of penalty amounts.*Advises supervisors regarding management of employees, drafting counseling memorandum, and the progressive discipline system.*Leads training on laws and regulations regarding Site Mitigation.* Experience includes: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Hazardous Substance Account Act (HSAA,) Resource Conservation and Recovery Act (RCRA,) the Hazardous Waste Control Law (HWCL,) Prospective Purchaser Agreements, National Contingency Plan, Land Use Law, California Land Reuse and Revitalization Act (CLRRA.)
