About Stephanie Mccracken

Policy is everything. It affects what we do, how we live, and how we engage with the environment around us. It impacts how we move through space and interact with each other. Despite policy guiding us through each day and night, it’s invisible to us. As a policy development professional, I engage with diverse communities and incorporate feedback from both community leaders and members to create inclusive programs and policies. My colleagues have commended me for my ability to bring unique perspective and ask the questions that others might not be asking. I distill information, gather the big picture, look at disparate viewpoints, and integrate them into succinct policy that affects positive change.With a background in business improvement areas, I learned how municipalities work, firsthand. Engaging with small independent businesses, political and community leaders, and the 2SLGBTQIA+ community, I learned to navigate conflict and improve both the social, infrastructure, and tourism landscapes in Toronto Centre.Always guided by a commitment to building inclusive spaces, I led numerous initiatives, both virtually and physically, that celebrated diversity, letting people know that Toronto Centre and the City of Toronto was a place where they were welcomed and accepted.I’m always learning and growing. As someone who started working delivering pamphlets for a municipal agency, to earning promotions to eventually become the Executive Director, I have a deep appreciation for people working at all levels and the insights and ideas that each person can offer.     I was hired into the Executive Director role because of my knowledge about BIAs and my experience in administration and relationship building. I came into this position with a solid foundation in economic development and culture, and knowledge of the inner workings of a municipal agency in relation to government.During my time in this role, I drove several initiatives such as:• Organizing municipal agencies to mitigate the loss of approximately $100M in revenue for Toronto bars and restaurants through advocating to City leadership for a policy change to CafeTO. We also successfully had the 1.8m distance requirement between patios, reversed.• Working to repair relations between the 2SLGBTQIA+ community and Toronto Police by piloting the Neighbourhood Community Officer (NCO) program which has since been implemented throughout all 16 police divisions• Ensuring the sustainability of the BIA by implementing internal practices and policies in adherence with City of Toronto’s BIA policies, as well as delivering a variety of programs that elevated the Church-Wellesley BIA to become a preeminent BIASomething that stands out in my career is our time during the pandemic, when I worked with the Chair of The Village BIA to successfully advocate for a policy change to allow business owners to apply directly to government for financial relief benefits, instead of the ineffective program of landlords doing the paperwork.Through this role, I gained a deeper understanding of who I am and the importance of policy which affects positive change in society, business, and community. Through connecting with diverse stakeholders and meeting with groups to discover what is and what isn’t working, I found that the answers were often already there, and they needed to be raised and communicated to decision makers.

I catalyzed a more strategic view of the organization and brought in a planner, which resulted in better policies that strengthened our relationship with the municipality and ultimately led to greater creativity and productivity as we became more efficient.Liaising with various City departments, Councillors, and the mayor’s office was important to my understanding of politics and how each position is integral to making the whole municipality function.

    Invited by the Chair of the Executive Committee, I joined Dupont by the Castle BIA to advise on strategic priorities, help to increase transparency, and implement policies and procedures. While at Dupont, I worked with Indigenous artist Philip Cote to create impactful hydro pole banners displayed along the Dupont-Davenport artery. Creating a more pedestrian-friendly streetscape along with placemaking initiatives helped to spur economic development in this busy vehicular throughway. I also secured a $100K regional tourism grant, developing and proposing a muti-phase beautification, infrastructure, and reconciliation plan. This plan was successfully executed along with a marketing strategy to elevate the area’s visibility and energize the local economy.The most meaningful aspect of this work for me was to bring more Indigenous visibility through streetscape beautification on Dupont and Davenport roads, which were important trade and travel routes used by Indigenous communities for thousands of years.
