About Stephanie Miranda Murphy, Ph.D.

I joined HCM Strategists in August 2022 as Director of State Policy and Research. HCM is national policy and advocacy consulting firm specializing in K-12 and higher education. Our clients are state agencies, student and parent-centered advocacy organizations, the US Chamber of Commerce and its state affiliates, and foundations seeking to advance new narratives, metrics, and policies at the state level.My passion for education policy reform stems from my personal experiences as a first-generation college student from a low-income, immigrant household who directly experienced many of the adversities that underserved populations face throughout the education continuum. Through my various experiences, I've come to understand the power that advocacy has to affect policy reform. Prior to joining HCM, I served as Director of Postsecondary Education Policy at the Commit Partnership in Austin, Texas, where I was responsible for leading Commit’s policy research and analysis agenda, as well as its state government relations strategy, specifically with an eye to driving systematic change, economic mobility, and student success. A Texas native, I currently live in Phoenix, Arizona with my husband Evan. In my free time, I enjoy a good Netflix binge but can also be found reading a classic novel, exploring one of Arizona’s many scenic hiking trails, or making a mess of my kitchen while trying out a new recipe.
