Managing Director of Europlan UK LtdStephan Pascall has extensive engineering and policy background in the Telecommunications and Space industry with British Telecom (BT) and the European Commission.He is now managing a technical company dealing with research,innovation,training and representation. In BT he initially carried out research in Advanced Pattern Recognition Technologies and later on Space and Satellite Communication as well as space launcher design and procurement. In the Commission he played a major role in the launch of the GSM (Frequency Directive etc.) and a number of areas of the Framework Programmes in Information and Communication Technologies, both in technology and application. Stephan Pascall has extensive understanding of the political and technological developments and status of the Central and Eastern European Countries including Russia. He plays an active role in sensitive high level international negotiations both with the EU member states and with the various public and industrial organisations. He has extensive financial and management experience in leading skilled professional teams in achieving complex and challenging objectives with concrete results.After leading the eTEN Programme he is now an Adviser to the Director for Directorate C, "Lisbon Strategy and Policies for the Information Society". His current responsibilities include International Cooperation, Integration of New Member States and Regional Aspects for RTD in the area of the European Commission 7th Framework Programme ICT-Theme. Stephan Pascall is an author of a number of books and publications in telecommunication topics including Mobile and Space Communication. He is a frequently engaged lecturer on Space Communication, Rocket Technologies and European Integration at a number of European Universities. Stephan graduated in Electronic Engineering in London and was awarded a PhD in his work on Pattern Recognition Technologies.

The sector deals with 40 projects in the domains of telematics service applications for Regional and Urban development, mobile working methods and technologies, networking and virtual organisations, Environment, Electronic Commerce, Employment, Education and Training as well as the management and co-ordination of 22 projects of the Integrated Applications for Digital Sites Action. The seed capital provided by the programme encouraged the regions to take more vigorous actions in developing the telematics infrastructure and activities with a view to revitalising economies and job creation. Two active Europewide coordination networks (TeleCities and TeleRegions) were set up and now flourishing.

Principal AdministratorEuropean Commission, Dg Information Society, Units: Atlas Air Traffic Control And Pegasus Rtd Jul 1989 - Jul 1995I lead a major investigation into a single air traffic control system for Europe (ATLAS) and the preparation of the PEGASUS RTD Programme.- Management responsibility of the 7.5 MECU ATLAS Study- Contract to define a future European Air Traffic Management- Communications, Navigation and Surveillance (ATM/CNS). - Preparation of policy papers on future needs for telecommunications networks, navigation systems, surveillance networks and ATM, technical directions and institutional arrangements, Directives and inputs to the European Parliament.- Collaboration with international organisations (ESA, EUROCONTROL, ICAO etc), national air traffic authorities and airlines, etc. PEGASUS RTD Programme Preparation- Definition of a proposed RTD Programme (PEGASUS) to translate the ATLAS specifications into a realisable CNS/ATM system based on a European Satellite Navigation System. - Establishing and managing the industrial machinery to define the Work Plan. - Preparatory actions for inclusion of PEGASUS into FP3 extension and FP4.The ATLAS study and the proposed PEGASUS programme, set out the principles adopted by the Commission in "Open Sky" actions a decade later and the implementation of the European GALILEO Satellite Navigation System.

I contributed to the recognition of the importance of European coordination in the allocation of frequencies for the success of pan-European mobile communications leading to the setting up of the European Radio-communication Office and the mobile communication success.
