Europlan is a specialist consultancy that provides training, support and consultancy for organisations seeking to enhance their participation in European Projects.

I worked to increase the participation of new Member State's in DG INFSO's activities:International Cooperation- Improve participation of third countries in the IST Programme.Integration of New Member States- Provide training and assistance to New Member States and Acceding Countries to enhance further their participation in the IST Programme.Regional Aspects- Coordinate activities between DG REGIO and DG INFSO in the field of ICT to provide maximum synergies between structural funds and IST Programme spending for the New Member and Acceding States.Communications- To provide strategic directions regarding communications from the Directorate.

Integration of New Member States and Acceding Countries in the 6th Framework Programme/IST - Studying the industrial, academic and governmental structures in the target countries in the field of Information and Communication Technologies,- Developing a comprehensive understanding of the target countries in respect of participating in and benefiting from the IST Programme and deeper understanding of the concerns, weaknesses, strategies and state of preparedness of the ACs to fully participate in IST,- Preparing reports with recommendations for actions aimed at the integration of the ACs,- Acting as a point of contact for strategic advice and initial orientation within the IST world.Technology Watch of Competitive Economies- Developing a comprehensive understanding of the present and future developments in the field of the Information and Communication Technologies in competitive economies (USA, Japan, South Korea, etc.) and proposing enhancement and/or re-direction of research activities in the IST Programme to enhance competitiveness of European Industry in the ICT areas.I significantly increased participation of the target countries in the IST Programme.

Overseeing the eTEN programme which was designed to help the deployment of telecommunication networks based services (e-services) with a trans-European dimension. I overhauled and set up new structures for the Unit.- Preparation of the eTEN Programme, Call for Proposals, Work Programme definition, evaluations and negotiations, financial management,- Chairing the Programme Management Committee and dealing with Member State representatives and actors in the field,- Defining and assessing technological and policy developments in the area of Trans European Telecommunications Networks and services in the application areas of eGovernment, Health, Disabled and elderly, Learning and culture and Generic services in the areas of advanced mobile services and Trust and confidence services.The foundations of rigorous financial, contractual and management procedures for the programme were laid during my time there.

I established this new unit and its team.- Contribution to the preparation of the IST Programme, Call for Proposals, Work Programme definition, evaluations and negotiations, financial management,- Dealing with Member State representatives and actors in the field,- Defining and assessing technological and policy developments in the area of broadband networks and testbeds for ICT technologies and applications. I advocated for the establishment of a new European higher-speed (Gbits) broadband research network and set up the foundations for the launch of GEANT – which is now recognised as one of the most advanced research networks in the world.

I managed the Urban and Rural areas sector of the Telematics Applications Programme. The sector deals with 40 projects in the domains of telematics service applications for Regional and Urban development, mobile working methods and technologies, networking and virtual organisations, Environment, Electronic Commerce, Employment, Education and Training as well as the management and co-ordination of 22 projects of the Integrated Applications for Digital Sites Action. The seed capital provided by the programme encouraged the regions to take more vigorous actions in developing the telematics infrastructure and activities with a view to revitalising economies and job creation. Two active Europewide coordination networks (TeleCities and TeleRegions) were set up and now flourishing.

I lead a major investigation into a single air traffic control system for Europe (ATLAS) and the preparation of the PEGASUS RTD Programme.- Management responsibility of the 7.5 MECU ATLAS Study- Contract to define a future European Air Traffic Management- Communications, Navigation and Surveillance (ATM/CNS). - Preparation of policy papers on future needs for telecommunications networks, navigation systems, surveillance networks and ATM, technical directions and institutional arrangements, Directives and inputs to the European Parliament.- Collaboration with international organisations (ESA, EUROCONTROL, ICAO etc), national air traffic authorities and airlines, etc. PEGASUS RTD Programme Preparation- Definition of a proposed RTD Programme (PEGASUS) to translate the ATLAS specifications into a realisable CNS/ATM system based on a European Satellite Navigation System. - Establishing and managing the industrial machinery to define the Work Plan. - Preparatory actions for inclusion of PEGASUS into FP3 extension and FP4.The ATLAS study and the proposed PEGASUS programme, set out the principles adopted by the Commission in "Open Sky" actions a decade later and the implementation of the European GALILEO Satellite Navigation System.

I developed policy options and prepared legal instruments in the areas of Satellite Communications, Mobile Communications and Frequency Management.- Contribution to the development of the Commissions Telecommunications Policy in these sectors, - Assisting in the preparation of the RTD requirements for mobile communications and their subsequent insertion into the RACE programme,- Preparation of legal instruments for the implementation of new pan-European mobile communication and satellite communication services and networks,- Managing a number of studies in the fields of satellite communications and fixed networks, - Management of a major study to define the advanced telecommunications and information technologies for a future European communication, navigation, surveillance and air traffic management system,In starting work on definition of standards for satellite antennae at a time which was not considered important I have contributed to widespread use of satellite reception that we see in the roof tops today.The GSM system was identified at an early stage as a future success story, and I contributed substantially to the regulatory framework that would make it possible to enjoy its current success. I contributed to the recognition of the importance of European coordination in the allocation of frequencies for the success of pan-European mobile communications leading to the setting up of the European Radio-communication Office and the mobile communication success.

On secondment to European Commission, I was an adviser on the development of Document Delivery by an advanced satellite based networks project, codenamed "Apollo". - Providing and assessing technical proposals for the document delivery system, negotiations for the installation of appropriate telecommunications infrastructure. - Preparation and submission of technical and financial telecommunication system specification documents.

I lead the Telecommunications and Consultancy Unit. - Participating in telecommunication studies for external clients carried out by multinational consultancy teams. - Advising British Telecom and external organisations on questions regarding telecommunications and space.

I lead the Launch, Mission and Propulsion Systems parts of the UNISAT Project (Satellite to provide international Telecommunications and Broadcasting). - Launch vehicle contract negotiations- Orbital control network definition

I performed analysis regarding the INTELSAT System: Global satellite system which provides Telecommunications capacity world-wide- Studies on aspects of the global communications system including system calculation interference co-ordination, traffic optimisation and planning and future development,- Study of proposals, reports and contracts relating to communications systems, - Preparation of briefs and UK papers on the INTELSAT satellite system, - Participation in the INTELSAT Technical Committee, - Studies on spacecraft configuration and launchers.

I devised advanced computer modelling techniques, prepared and tested software and developed a practical system of signal detection. - Teachng both telecommunications and mini-computers to students and researchers.
