Matured and scaled National Partnerships from 2 partners in 5 markets to 14 partners in 29 markets in a 36-month period, achieving 74.2% annual net membership growth while preserving 4.2% net contribution to health plan margin across 60k Medicare Advantage members. • Built department roadmap, growing the team from a skeleton crew of contractors to a scaled value-based solution center; responsible for designing and implementing value-based programs and partnerships suitable for scale. Direct responsibility for contracting, operations, strategy, and service delivery teams as well as dedicated matrix partners in finance, analytics, IT, sales, marketing, legal, compliance, quality, and risk adjustment in the performance management of sophisticated national provider organizations. • Serves as Regional VP Contracting, providing governance review and oversight for non-standard agreements. • Internal contracting consultant on inter-company value-based arrangements, provider incentive programs, national networks, and capitated bid filings.

• Formulated and implemented national Medicare value-based contracting standards based on contribution potential to plan margin, ease of auto-administration, and potential for scale. Specific contributions included the creation of: provider contracting templates, negotiation guardrails, pro forma tools for evaluating financial impact of value-based terms, financial reconciliation process, and an automated suite of provider data feeds. • Subject Matter Expert on provider contracting, inclusive of Fee For Service, quality and incentive programs, and value-based agreements, including downside risk, fully capitated, and delegated global arrangements. • Responsible for vetting and negotiating provider and vendor risk and other value-based agreements, as well as providing negotiation and leadership support to local teams for hospital, health system, primary and specialty care, and ancillary provider contracts. • Relationship, contract and delegation oversight owner for two national hospital systems, accounting for over $1.1B in annualized spend and 20% filed service area network adequacy.

• Led Provider Operations team in managing a Medicare Advantage network of anchor hospitals, ancillary facilities, and large physician multi-specialty groups throughout greater Chicagoland. Responsible for market financial performance and driving value-based engagement. • Launched Cigna’s first Medicare PPO product, inclusive of contracting a fully adequate provider network, developing attribution methodology, documenting operational policies and procedures, authoring provider-facing strategy, and developing go-to-market readiness plan. Achieved 170% sales goal in initial plan year. • Served as Subject Matter Expert for provider FDRs in claims, credentialing, utilization, and case management.

• Championed strategic acquisition and retention strategies to support growth objectives and promote member engagement across health system’s Clinically Integrated Network, achieving 28% YOY growth in managed care plans. • Advanced population health management for Medicaid, Medicare and Commercial populations through strategic partnerships and joint ventures (e.g. shift to ambulatory care delivery models, use of community health workers).• Led Affordable Care Act engagement team in 6 counties, and secured $1.5M from community partnerships to promote enrollment in IFP/ACA plans

• Conducted Community Health Needs Assessments, recommending evidence-based interventions to improve social determinants of health. Oversaw 56 community-based programs across urban, suburban and rural markets.
