Over 30 years of international experience as an analyst and facilitator of complex reform processes. Designed and reviewed both donor and government policies, strategies, and programs, with a proven track record working in complex environments and assisting multiple stakeholders in negotiating practical outcomes. Experience includes extensive work in systems design and capacity development within the aid effectiveness agenda. Led a global lessons learned study for the World Bank on the impact of Covid on social protection initiatives, and a global study on the connection between humanitarian and social protection actors. Facilitated many World Bank events including the annual global Agriculture Forum week. In Ethiopia, led the facilitation and design team for the $3 billion multi-stakeholder "next generation" Productive Safety. In Mozambique, worked with DFID, donors and the GoM to design a national productive safety net. In Ethiopia and Uganda, designed a Resilience Strategy for UNICEF, WFP and FAO, and led the DRM Investment Framework process in Ethiopia. In Kenya, led the design of an institutional framework for a new arid lands Ministry which included the development of an innovative region-wide multi-sectoral donor harmonization mechanism based on a Sector Wide Approach (SWAp). Led a series of country strategy design missions for WFP in Cambodia, Bangladesh, Sri Lanka, Zimbabwe, South Sudan and Ethiopia, and led the design of a capacity development strategy for WFP Ethiopia. Led or participated in multiple evaluations including the global evaluation of the SUN network and WFP's school feeding policy. Helped design Rwanda’s social protection strategy and co-developed a pro-poor national social protection program combining safety nets with productive credit-based interventions.
