I help contractors when they need strategic legal advice or representation in a dispute with the government. I advocate for contractors in bid protest litigation so that they have the opportunity to compete and grow their businesses on a level playing field. Once a contract is awarded, I work with clients to navigate controversies and compliance issues that may arise during performance. While my practice is primarily focused on government contracts-related litigation, I also provide practical advice to contractors that need to know how complex rules and regulations impact their businesses. I began my career as a trial attorney for the Navy where I was responsible for defending claims against the government, so I am able to anticipate how agencies will defend claims and what positions they are likely to take in litigation. I left the Navy in 2016 to join Rogers Joseph O'Donnell, a boutique law firm that is nationally ranked by Chambers USA as among the preeminent government contracts law firms in the country. In my current practice, I draw on my combination of public and private sector experience to advance my clients' business objectives. I have represented contractors in some of the most complicated, high-stakes disputes within the practice area. For several years, I was part of the RJO team that litigated a series of claims against the Department of Energy involving a multi-billion dollar nuclear construction project known as the Mixed Oxide Fuel Fabrication Facility. The litigation ended in a $186 million settlement for RJO’s client that resolved one of the largest federal terminations for convenience in history. I was also an instrumental member of the team that represented Microsoft in its defense of the “JEDI” cloud contract and its successful protest of the National Security Agency’s award of a $10 billion contract to Amazon Web Services for "WildandStormy" cloud services.Through years of dedicated focus in this niche area of the law, I have handled a wide range of substantive and procedural issues that arise only in the context of government contracts disputes before the Court of Federal Claims, the Government Accountability Office and the Boards of Contract Appeals. I have also devoted a significant part of my practice to advising clients on the unique laws and regulations that apply specifically to small business government contractors.
