I provide analytical and technical leadership for robust outcome-oriented projects and action plans on behalf of the City Executive. I envision, enable, and support the collaborative use of applied data analytics for program evaluation, visual communication, strategy development, program design, and continuous improvement. I work collaboratively with our partners, executives, program staff, data engineers, civic designers, and civic technologists to consume and create value from the City’s administrative, longitudinal, programmatic, and open data sources. This work often involves equity analysis, spatial processing, automation and integration, computational modeling, predictive analytics, machine learning, and visual communication.In a leadership role, I work to build infrastructure and support for applied analytics and represent the City of Seattle as Chief Data Officer in the Civic Analytics Network.Notable projects:• Product management, strategy development, and operational management of Seattle’s internal and external homeless encampment portal and interdepartmental data collaboration and reporting.• Equity and policy analysis and evaluation of Seattle Public Library circulation and membership activity with emphasis in evaluating the Fine Free policy.• Simulation and predictive model for Seattle Fire Department to evaluate millions of deployment options using spatial analysis and computational simulation.• Predictive model using administrative and equity information to identify outreach targets for the City’s Utility Discount Program.

I innovate, explore, and examine data from disparate sources, working across multiple disciplines and themes with the goal of discovering insights, creating opportunities, and addressing pressing business problems. I combine data wrangling, time series and geospatial analysis, intermediate machine learning, and visual communication to conceive of and produce refined data analysis and visualization that supports operation effectiveness and high-level decision-making.
