After university, Stephen commenced a career with CSR Ltd. He worked at CSR's sugar refineries in Brisbane and Melbourne and the Sydney head office, gaining an excellent grounding in sales, marketing, logistics and business analysis. In 1989 Stephen leveraged this experience by joining the Queensland Department of Primary Industries as a Director on a number of the primary producer Statutory Marketing Boards then in existence. This began a public sector career which has already passed 25 years spanning such diverse areas as agricultural policy development and implementation, regional and rural economic development, restructure and service delivery, international education, trade and investment attraction. For example, in 2011/12 these offices directly helped generate in excess of $1 billion in export sales for Queensland organisations.
