The Future UN Development System Project was a major review of the performance and capacity of the more than 35 agencies and organisations of the United Nations Development System. The Project developed proposals for the UN Development System to 2025 and beyond.

• Responsible for overseeing the poverty, macro-economics, trade, aid coordination, debt and finance work of UNDP
• Conceived and produced the first MDG Country Monitoring Report (Tanzania, February 2001) which set standard for UN ‘scorekeeper’ role
• Author of report on costing and financing the MDGs based on 5 country case studies; presented at the World Summit on Financing for Development, Monterrey, Mexico, 2002
• UNDP focal point for Poverty Reduction Strategy Papers (PRSPs); conceived and organised Bergen Conference on poverty reduction strategies, 2001 (with Christian Michaelson Institute)
• As Chair, UN Development Group Poverty Task Force, conceived and co-authored UN poverty training module; drafted UNDG Guidance Note on Poverty Reduction Strategy Papers
• Co-authored and edited ‘Developing Capacity through Technical Cooperation’ based on case studies of Bangladesh, Bolivia, Kyrgyzstan, Philippines and Uganda (London, Earthscan, 2002).

• As UN Resident Coordinator, chaired the UNDP/UNHCR/WFP Joint Reintegration Programming Unit; initiated and supervised the preparation of the Common Country Assessment for Rwanda
• As UN Humanitarian Coordinator, launched and oversaw implementation of the humanitarian appeal for North West Rwanda, which raised $30 million from donors
• As UN Designated Security Official (with 20 security staff), developed comprehensive UN security plan and achieved 100% safety record for UN personnel
• As UNDP Resident Representative, managed UNDP’s largest country office (at the time) comprising 160 staff, of whom 45 international professionals
• Responsible for the development and management of a portfolio of projects with a total budget of $40 million per year ($10 million from TRAC, $30 million from the Rwanda Trust Fund); raised $35 million from donors for.
• Initiated with the Government the (multi-donor) Poverty Alleviation Strategy.

• As first UN Representative in Ukraine, supervised establishment of the office; recruited and helped induct and train 25 international and national staff for UN system; identified, developed and managed new UN programmes
• Initiated and co-authored first national Human Development Report in Eastern Europe
• Initiated the UN Crimea Integration and Development Programme for the resettlement and support of 350,000 Crimean Tatar returnees; organised a donor consultation in Geneva with the Governments of Ukraine and Crimea.
• The Office established the first-ever World Wide Web site within the UN system, and commenced the first Internet for development project.
