Lead and directed the management of large capital improvement programs in countries around the world, with a value of over $8 bil. Programs include the $1.2 bil Katrina Recovery Program for the City of New Orleans, and the $1 bil Capital Improvement Program for BC Hydro, Vancouver. Effectively manage a worldwide staff of over 300 people. Charged with marketing, expanding, institutionalizing and profitably managing the top strategic priority of the company. Under my leadership, this group led the company, and much of the industry, in achieving the most rapid growth, highest margins, and lowest overhead.

As Tier 1 report to the CEO for a global consulting firm with revenues of $1.3 bil, 7000 employees, located in 35 countries, led the revitalization and implementation of a strategic planning process which resulted in two consecutive years of unprecedented growth, with net revenues up 25% and earnings up 35% in 2008 alone. Assigned operational leadership of MWH’s Alaska operations and effectively turned around an office on the verge of closing to one of the most successful in the company. Spearheaded business development and pursuits in the Middle East and the US.

Senior civilian responsible for all Military, Civil Works, Environmental and Real Estate Programs throughout Southwestern U.S., valued at $1.5 bil per year, as well as all engineering, construction, planning, contracting, real estate, operations and regulatory functions with over 1500 employees. Worked closely with Congressional, Military, National, Regional, State and Local stakeholders to effectively deliver projects that included construction and removal of large dams, construction of military beddown facilities, dredging of major ports, environmental restoration and hazwaste clean-up. Senior leader in Corps Emergency Response and Homeland Security missions. Reassigned to DHS as the lead Federal Engineer in New Orleans leading disaster management and response for the first 60 days following Hurricane Katrina. Achievements recognized by the Presidential Meritorious Rank Award from President G.W. Bush

Director of Infrastructure, Acting Minister/Senior Advisor to the Ministry of Health, Ministry of Transportation and Communication, Ministry of Electricity, and Ministry of Religious Affairs. Key leader, reporting directly to the Administrator, for reconstruction and restoration of the Iraqi Health Care System, Electricity, Telecommunications, Internet and Postal Services, Land and Maritime Transportation, Civil Aviation, Environmental Protection, Religious Affairs, and, ultimately, all National Infrastructure and the $12.6 bil Reconstruction Program. Effectively led international, interagency, inter-service teams credited with successful efforts to restore electrical power to pre-war levels, restore national health care and prevent outbreak of epidemic diseases, create the regulatory road map which led to Iraq’s first cell phone service. Success recognized by the Service to America Award for National Security and International Relations

Senior leader of Corps’ $12 bil worldwide Military Programs; led transformational changes that achieved best program execution results ever in Corps history (from 70% to 99%) and all-time record highs in client satisfaction. As Worldwide Program Manager for National Missile Defense Deployment, worked closely with Congressional members and staff, DoD, and systems contractors to ensure on-time delivery of key radar, missile and support facilities. As the Federal Technical Lead, Hurricane Mitch Recovery and Redevelopment, worked with USAID, World Bank, and local governments in successful disaster response and long-term reconstruction. Achievements recognized by the Presidential Meritorious Rank Award from President Clinton.

Senior civilian in Corps Region with largest, most complex and highly visible programs, valued at more than $3 billion annually, with over 3000 employees. Responsible for Military, Civil Works, Environmental and Real Estate Programs throughout Northeastern U.S., as well as all engineering, construction, planning, contracting, real estate, operations and regulatory functions. Worked closely with Congressional, Military, National, Regional, State and Local stakeholders to effectively deliver projects that included construction and removal of large dams, construction of military beddown facilities, dredging of major ports, environmental restoration and hazwaste clean-up. Oversaw successful project delivery to 38 military installations and Federal water resources programs and emergency operations in 13 states and the District of Columbia. Under my leadership, execution of the Division’s multi-billion dollar program grew from one of the worst in the Corps to the best, at approximately 100%.

Successfully managed a multidisciplinary staff of 230 professionals and a $1 billion engineering design and environmental restoration program, the largest of any Corps District, in the five Mid-Atlantic States and District of Columbia. Completed design and awarded construction contracts for over $500 million in projects, including the preliminary design of the Pentagon renovation, master plan and construction at Arlington National Cemetery, major flood control and beach restoration projects, and numerous environmental projects. Clients included 23 military installations, Arlington National Cemetery, American Battlefield Monuments Commission, 6 states and numerous Federal agencies and local governments.

Led highly successful, multi-disciplinary team of over 70 professionals and built the District’s environmental program from virtually nothing to over 150 projects valued at $40 million. Pioneered development and use of streamlined acquisition strategies that were adopted throughout the Corps and EPA. Competitively selected for one-year assignment as Assistant Chief of Staff of the Army Corps of Engineers where I served as a senior member of the Command Group.
