Stephen is the Transformation Lead: Water Services for Tauranga City Council (TCC). Following a period of secondment to undertake 3 Water Reform work at both a central and regional level, he has recently been assigned to lead transformative change for TCC in response to the new “Local Water Done Well” (LWDW) legislation. His primary focus areas include the provision of strategic advice to executive leadership and governance groups with regards LWDW requirements; building collaborative relationships with other agencies and service delivery partners; developing Water Service Delivery Plans that meet all legislative requirements for adoption by TCC; implementation of plans including (if adopted) the establishment of a new Council owned water services organisation (like a CCO); ensure minimal disruption to operations and service delivery during implementation of transition plans.He is a highly Experienced Manager with over 35 years of wide-ranging skills and capability in the 3 waters sector and has held a variety of senior roles in a large Water Utility as well as a Territorial Local Authority. These roles have equipped him with a wealth of experience in Leadership, Operations Management, Infrastructure Planning, Risk Management, Projects and Services Contract Management, Asset Management Planning, Transformational Change as well as Public Sector Administration. He is passionate about customer-centric delivery of water services and achieving great environmental and health outcomes for communities.Stephen graduated from the University of KwaZulu-Natal with a Civil Engineering degree and is a Chartered Member of Engineering NZ. He has been an active member of WaterNZ since 1997 and contributes to water sector reform and transformation initiatives through the Water Utilities Association and other industry forums.
