Pension Manager
Current• Assigns, trains, participates and supervises clerical and professional staff engaged in the administration of the pension and retiree program functions.• Evaluates, interprets and develops personnel management policies, rules and regulations and procedures regarding City employee and retiree benefit programs.• Recommends to pension boards and City administration revisions in City employee pension plans due to changes in laws and other relevant factors; implements upon approval• Facilitates financial transactions for pension boards • Counsels employees/retirees and provides technical assistance on deferred compensation, public safety and general employee pensions, assigned employee and retiree programs, and performs and proofs pension calculations, as needed• Evaluates and responds to proposals and other communications from pension boards, City administration, consultants, outside agencies, and the public related to the City's pension and risk management programs.• Oversees the development of programs, illustrative materials and oral presentations to initiate and communicate City employee and retiree benefits.• Oversees administration and compliance of Section 457 and 401(a) plans sponsored by the City in accordance with Internal Revenue Code and City policies; manages vendor relationships.• Keeps abreast of new developments relating to pension through the review of current litigation and legal decisions and other employer publications.• Administers and evaluates a comprehensive automated personnel management information system and personnel records system for employee and retiree benefits.• Supervises the development, issuance and evaluation of bid specifications for insurance coverages, consultant services, and other services in connection with pension programs.• Serves as custodian of City pension records and presents testimony in that capacity as needed, supports the City’s Pension Boards in the respective administration of the defined benefit plans.
