Principal advisor to the Assistant Secretary of Commerce for Import Administration, the Under Secretary of Commerce for International Trade, and the Secretary of Commerce on enforcing U.S. unfair trade laws. Managed and gave policy direction to the enforcement agency for the U.S. unfair trade laws. Testified before the Congress, and consulted with other government agencies, foreign governments, and domestic and foreign companies on U.S. trade policy. Formulated policies and recommendations for improving import safety as a member of the President’s Import Safety Working Group.

Advised the Vice President and directed the development of U.S. international economic and trade policy worldwide, and U.S. foreign relations and national security policy regarding South Asia. Represented the Office of the Vice President at White House and inter-agency policy-decision meetings regarding international economic, trade, and South Asia issues.

Advised the Assistant Secretary on issues relating to the U.S. unfair trade laws and U.S. trade policy. Developed and coordinated interagency and inter-governmental policy strategies regarding the unfair trade laws, steel, multilateral trade agreements and other trade issues. Represented the U.S. government at inter-governmental meetings regarding international trade issues.

Analyzed and monitored developments in U.S. trade law and international trade agreements, and formulated legislative and political strategies to promote clients’ views before the Congress and regulatory agencies regarding international trade issues. Advised domestic and foreign companies regarding enforcement of and compliance with U.S. unfair trade laws, customs laws and export control and sanctions laws. Represented companies before Federal Courts and regulatory agencies by preparing briefs, participating in oral argument, preparing export authorization documents, and responding to questionnaires issued by the U.S. government.

Advised companies regarding compliance with U.S. unfair trade and customs laws, and developments in international trade agreements. Represented client companies before U.S. regulatory agencies, Federal Courts, and U.S./Canada Bi-National Dispute Panels. Negotiated terms and drafted closing documents for the purchase and sale of distressed corporate bank debt between institutional investors.

Office of the Chief Counsel for Import Administration: Provided the International Trade Administration with legal advice regarding its statutory and regulatory responsibilities under the U.S. unfair trade laws, the negotiation of international trade agreements, and the drafting of federal legislation and regulations. Represented the International Trade Administration in litigation before Federal Courts.
