I have been involved in Public Sector HR since June 2003. I have held positions that are both practical and operational as well as strategic and at the highest level (influencing both UK central government level and at European Commission level). I have knowledge of a range of different parts of the public sector, with very different challenges including the NHS, local government, the education sector, police and fire and rescue services. The Public Sector now needs a commercially minded workforce. Indeed my role has income targets and relies on cost effective services and delivering a sustainable business model which means understanding the clients needs and delivering on time and on budget.

I played a leading role in the set up of the organisation in its early development. Reporting to the General Secretary, I represented the organisation in numerous fora including meetings with the Directorate General (DG) for Education and the DG Employment and Skills in the European Commission; in social dialogue with the trade union representative ETUCE; in european working parties e.g. EQAVET, the development of quality assurance frameworks for education, the steering committee of the multi-sectoral work on third party violence, and the CEEP "Employers Forum for Public Services"; and at conferences, including making speeches and appearing on panels discussing employment issues in the sector. Other responsibilities included:-- mediating between members from different parts of Europe and / or facilitating working groups to arrive at a consensus position that could be developed into policy areas for EFEE and into negotiations with ETUCE to develop joint statements. Examples of this are the response of the education employers to the "Financial Crisis", the working time directive negotiations, workplace stress, third party violence in schools, recruitment & retention, demographics and leadership and governance in schools.- writing bids for EU funds to carry out joint projects with ETUCE on employment issues. There were some significant HR issues that I had to provide support on in my time with the charity. These included:-- the dismissal of the registered person for the charity i.e. the leading social worker for the organisation - including writing to the GSCC & Ofsted.- the recruitment of their replacement, followed by their dismissal in the probationary period. - arranging a contract for services for the HEad of the Fostering Panel- TUPE, when funding was lost staff transferred to a new organisation- Closure of the organisation, including consultation and issuing of relevant paperwork, and preparing employer response to an Employment Tribunal claim- input to the pre-qualification questionnaire in the procurement process of Hackney Council when buying respite services.other "day to day" issues e.g. employee stranded due to Icelandic volcanic ash; employee wishing to delay return from maternity, fixed term worker claiming annual leave payment Show less

This is at the cross sectoral level, where I was a member of the CEEP Social Affairs Committee (that negotiates employment directives such as the "Part-time Workers Directive" with BusinessEurope and ETUC) as well as the sectoral level for both CEMR that represents the local government sector and EFEE that represents the education sector (see my role as Assistant General Secretary of EFEE also, which I undertook on a secondment and part-time basis for over 18 months).- coordinating the responses of all UK local authorities (and in some instances the wider public sector), and collating them into a coherent position to be fed into European institutions e.g. on the review of the Working Time Directive and to lobby on the revision of the parental leave directive that saved the sector over £150m.- developing relationships with central government departments (primarily BIS, Cabinet Office, DWP, Foreign Office and UKREP) in order to influence them and to maintain a common UK position.- developing relationships with representatives of other countries to find common ground and form alliances e.g. to lobby for UK Councillors to get senior positions in influential committees; and for me to be on some key advisory groups such as the EU Commission's Advisory Committee on Gender Equality; and to prevent the setting up of a sector dialogue for the Fire & Rescue Service.- Being from the UK, I was often asked to draft the papers that fed into negotiations or that would become joint positions with the trade unions Show less
