Oversee corporate legal and compliance functions, while furthering corporate strategy, business development, strategic communications, and government relations.

Served as the 39th United States Attorney for the Eastern District of Texas. Supervised the prosecution of all EDTX federal crimes and the litigation of all EDTX civil matters in which the United States had an interest. Led a staff of over 120 prosecutors, civil litigators, and support personnel located in Beaumont, Plano, Tyler, Sherman, Lufkin, and Texarkana. Appointed by the Attorney General in May 2020 and subsequently appointed by the Court in September 2020, having received unanimous approval of the District Judges.

Assisted the Associate Attorney General in formulating and implementing DOJ policies pertaining to civil litigation, regulatory reform, and law enforcement, while managing a staff and overseeing, among other components, the Antitrust Division, Civil Division, Civil Rights Division, Environment and Natural Resources Division, Tax Division, and the Office of Justice Programs.Advised senior leadership on white collar enforcement strategy and other initiatives relating to healthcare and the opioids crisis, elder fraud and abuse, and competition and consumer harm in the online marketplace. Formulated settlement strategy and conducted several settlement negotiations for legacy financial fraud investigations concerning residential mortgage backed securities, yielding over $12 billion in civil penalties paid by seven major banks. Developed False Claims Act reforms, including guidelines for dismissing qui tam actions and awarding credit for cooperation. As Executive Director of the Attorney General’s Regulatory Reform Task Force, developed and administered reforms on issuance and enforcement of sub-regulatory guidance. As Vice Chair of the Deputy Attorney General’s Working Group on Corporate Enforcement and Accountability, recommended and shaped Department-wide criminal and civil enforcement policies on coordination, piling on, voluntary disclosure and compliance programs, and individual accountability.

Advised executive management team in development and implementation of new global anti-corruption compliance program based on identified gaps and vulnerabilities associated with legacy policy, consultation with experts on best practices, review of regulatory guidance in multiple jurisdictions, and collaboration with key executives and stakeholders about relevant business and cultural challenges associated with Apache’s international operations. Directed implementation of new program through education of management and personnel about top-level commitment, due-diligence requirements and protocols, contracting restrictions, role-based responsibilities, approval requirements, whistleblowing rules, and guidance on high-risk areas and risk-mitigation strategies.Assisted executive vice president for exploration and production technology and vice president for information technology in new strategic ventures to develop, protect, and commercialize Apache intellectual property. Drafted, negotiated, and advised on technology agreements for research and development, IP acquisitions, licensing, and divestitures, professional services, and capital investments.Counseled vice president for worldwide new ventures and regional management in Alaska on governmental and internal investigations relating to environmental, archeological, and regulatory challenges. Conducted internal fact inquiries, consulted experts on relevant agencies, jurisdictional questions, and applicable regulatory schemes, and recommended mitigation strategy and compliance plan to resolve investigations and permit operations to proceed.

Volunteered with the Honorable William H. Webster, Chair, and five Commissioners to conduct two­-year independent investigation into the FBI’s handling of the information relating to Major Nidal Hasan. Assisted Commission in gathering and assessing relevant data, policies, and other information from FBI management, personnel, and outside experts. Prepared Commission for, and led many of, its investigative interviews of FBI and Joint Terrorism Task Force personnel who handled Hasan information. Drafted original working outline and report and advised Commission on Final Report, which found shortcomings in FBI policy guidance, technology, information review protocols, and training, and provided 18 recommendations for corrective measures.

Represented BP in connection with Congressional investigations of Deepwater Horizon rig explosion in Gulf of Mexico. Served as first associate on crisis­management team from April 20 throughout the oil spill response. Prepared firm’s partners and BP executives for numerous and frequent Congressional briefings, interviews, document requests, and other interactions with federal investigators. Advised on government-­relations strategy of cooperation designed to benefit not only the company but also third­party stakeholders and the public at large. Assisted in development and implementation of triage system used to quickly compile and release accurate information regarding the causes of the spill and the nature of the response operations through internal witness interviews, research, document collection and review, while vetting for consistency, accuracy, and completeness.Counseled multinational companies on compliance issues and investigations relating to anti­corruption laws, trade sanctions, export controls, political lobbying, immigration, and hydraulic fracturing. Assembled key facts through witness interviews, document review, and consultation with regulatory experts. Recommended investigative and government­relations strategies to defend actions or advance positions while mitigating legal and reputational risk.

Advised agency and department principals on legal, public­relations, and strategic aspects of law enforcement operations, national security and counterterrorism litigation, and administrative matters. Reviewed and provided recommendations on briefs, pleadings, and settlement agreements for significant civil lawsuits, criminal and removal proceedings, and appeals. Collaborated with principals, experts, and stakeholders in other agencies and departments to advance Assistant Secretary’s interests. Prepared testimony, speeches, correspondence, and op­eds for leadership.

Assisted IT management with implementation of enterprise resource planning system for commodities trading and scheduling. Recommended and developed SAP solutions for users based on business requirements. Designed and directed technical support system to meet new user requirements and report system errors for management.

Assisted IT management of major energy and media companies with implementation of customer relationship management systems. Compiled, vetted, and advised on business requirements for satellite TV provider’s projected implementation of Seibel Systems. Designed testing plan for utility company’s SAP CRM customer care solution.
