Developed False Claims Act reforms, including guidelines for dismissing qui tam actions and awarding credit for cooperation. As Executive Director of the Attorney General’s Regulatory Reform Task Force, developed and administered reforms on issuance and enforcement of sub-regulatory guidance. As Vice Chair of the Deputy Attorney General’s Working Group on Corporate Enforcement and Accountability, recommended and shaped Department-wide criminal and civil enforcement policies on coordination, piling on, voluntary disclosure and compliance programs, and individual accountability.

Volunteered with the Honorable William H. Webster, Chair, and five Commissioners to conduct two­-year independent investigation into the FBI’s handling of the information relating to Major Nidal Hasan. Assisted Commission in gathering and assessing relevant data, policies, and other information from FBI management, personnel, and outside experts. Prepared Commission for, and led many of, its investigative interviews of FBI and Joint Terrorism Task Force personnel who handled Hasan information. Drafted original working outline and report and advised Commission on Final Report, which found shortcomings in FBI policy guidance, technology, information review protocols, and training, and provided 18 recommendations for corrective measures.
