Mr. Cusenza was the City of Pleasanton’s Technical Adviser/City Liaison for the planning and design of a $55 million, 5.5 million gallon per day wastewater treatment plant expansion project. The project’s expansion, from 11.5 mgd to 17 mgd, increased the plant’s service ability from a population of approximately 135,000 (approximately 35,000 residential and commercial wastewater customers) to over 200,000 people. He was also directly responsible for the planning, design review and approval of engineered plans and specifications for all new and reconstructed water and wastewater facilities built in Pleasanton for the past 20 years-an incredible growth period. His responsibilities included managing and directing both internal and external professional/technical staff involved with planning, designing and constructing these facilities. This work included the construction/reconstruction of over ten water pumping stations, sixteen water storage reservoirs and seven sewer pumping stations. As one of a three-member Technical Advisory Committee, Mr. Cusenza was responsible for the planning, technical review and construction management of a sixteen-mile sewer export expansion project. After successfully obtaining project bond financing of over $134 million, he acted as Pleasanton’s expert on the project. The project included sewer pipeline diameters up to 36-inch and a new 41 million gallon per day (mgd) effluent pumping station (4,000 installed horsepower). Mr. Cusenza has served as both a Project Manager and Project Engineer directly responsible for master planning and hydraulic analysis on a number of large water distribution and wastewater collection systems throughout California. These projects utilized state-of-the-art hydraulic computer modelsincorporating utility billing, GIS and spatial analysis data to optimize each client’s water or wastewater system. Master Plan preparation included recommending major system-wide capital improvement projects.

As General Manager of the West Kern Water District in Taft, California, Mr. Cusenza managed all functions of the District in leading thirty employees in the administration, finance, budgeting, engineering, operations and maintenance functions of the District. His responsibilities included developing productive professional and business relationships with Federal, State and local water management and community development agencies. Obtained a U.S. Department of Commerce-Economic Development Agency grant for water system improvements and was instrumental in purchasing the District's groundwater well property within the Kern Water Bank in western Kern County. He also Provided leadership and successfully negotiated/renegotiated a large number of major water supply, distribution and water exchange contracts with governmental agencies, large industrial customers (District served over 40 major oil companies) and commercial/residential developers.

As Senior Engineer for a private consulting engineering firm headquartered in Palo Alto, California, Mr. Cusenza was directly responsible for planning & designing several major water pumping stations, pipelines, storage reservoirs and groundwater wells in California and Mexico. He directly managed all project planning, environmental review, permitting, engineering design, contract administration and construction management. He has designed pumping stations capable of handling internal working pressures up to 500 pounds per square inch (psi) and pumping flows up to 50,000 gallons per minute (gpm). He was directly responsible for the design and construction of over 30 miles of steel/ductile iron water pipelines with diameters from 6-42 inches in size. . He was responsible for developing and implementing a number of energy management programs for both the private and public sector to minimize operational costs. Pumping units ranged in size from 15-650 horsepower (hp). One project included analyzing 46 pumps driven by over 6,500 hp of natural gas and 6,500 hp of electricity. Operational savings of these programs amounted to approximately $500,000 annually
