I managed a Division (Settlement, Protection and Attraction) focusing on the attraction of skilled temporary and permanent workers, business migration, settlement, temporary work schemes, Pacific upskilling, and refugee resettlement and asylum procedures. During this period I lead the introduction of a complete overhaul of refugee resettlement in New Zealand, including a successful business case for a new resettlement centre in Auckland, implemented new marketing services to 'sell' New Zealand to offshore talent and investor migrants, and brought together a new division after a substantial restructure. I was the internation chair of the Inter-governmental consultations on migration, refugees and asylum (a grouping of 17 countries).

In this position I managed the Immigration Policy team, supporting Ministers and senior management. The position included implementing a wide range of new policy, negotiating Cabinet processes, responding to policy ministerials, and supporting the Minister with a range of tasks, including with stakeholders. This position included setting the strategic direction of immigration in New Zealand, and most significantly leading a complete rewrite of the primary legislation, enacted as the Immigration Act 2009.

I managed the immigration research programme, which included a team feeding into policy development, evaluation of policy implementation and operational monitoring. During this time I set up the Longitudinal Immigration Survey: New Zealand; a survey tracking the experiences of 7,500 new migrants to New Zealand over their first three years. Other significant research programmes included research on refugee resettlement, on the economic impacts of immigration and implementing a range of surveys of employers, migrants and stakeholders on the impacts of immigration on New Zealand society. During this time I was the New Zealand representative on the Immigration working party at the OECD, and was the New Zealand representative for the Metropolis series of global conferences.
